Summary You will serve as an Industrial Property Management Specialist in the Government Property Management , Business Directorate of SUPERVISOR OF SHIPBUILDING BATH. Salary range will depend on the location: San Diego, CA: GS-11: $78,307 to $101,796 GS-12: $93,858 to $122,016 Mayport, FL; Marinette, WI; Sturgeon Bay, WI: GS-11: $69,107 to $89,835 GS-12: $82,830 to $107,680 Bath, ME: GS-11: $77,738 to $101,055 GS-12: $93,175 to $107,680 Responsibilities You will oversee the contractor in establishing a property administration program that protects the government interest of property within general guidelines in applicable directives. You will serve as the Industrial Property Expediter during the performance of work for contracts managed by the Supervisor of Shipbuilding. You will participate in peer review process, both pre and post award, to include acquisition planning. You will assist and make recommendations to the contractor with the goal that property records are maintained in accordance with the approved contractor property administration plan. You will review property status as per pre-established authorizations, developing procedures for accounting the equipment in place or as defined within the contract. You will maintain liaison and coordination between government agencies, technical personnel, contractors and contract administrators. You will perform a range of Industrial Property Management activities to include oversight of the administration of contract provisions, relating to control of Government property in the possession of contractors from acquisition through disposition. You will review the provisions of individual contracts for accounting, management and care of Government property from acquisition to final disposition, and reviewing, accepting or rejecting contractors’ property control procedures and revisions. You will visit contractor premises to ascertain that contractor complies with written procedures and uses government owned property for performance of contract only. You will evaluate the contractors systems for compliance with the Federal Acquisition Regulation (FAR) and sound industrial practices. You will work with contractor in achieving acceptance of changes to property control programs of a large scope with a substantial impact on the contractor’s operations You will provide daily assistance to contractor, supply, receiving and storage personnel on matters pertaining to property inventory, tagging and receipt. Requirements Conditions of Employment Qualifications For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Evaluating surveillance and control of the contractor's management of government property. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing contractor's procurement to determine requirements, use, or consumption of government property.
