Summary You will serve as a Human Resources Specialist (Recruitment and Placement) in the Staffing Department of one of our 5 OCHR Operations Center. Responsibilities You will perform job analysis through review of established position descriptions or equivalent level descriptors, classification and qualification standards. You will issue certificates to hiring managers and track applicants in accordance with applicable staffing regulations and policies. You will research and prepare detailed documentation and/or responses for resolution of complaints on eligibility determinations and qualification ratings. You will review the results of the selection process for compliance with regulatory selection rules. You will coordinate effective dates with HRO personnel and managers to determine effective dates for requested personnel actions. You will ensure offer letters are accurate and extended to selectee in a timely manner. You will research and apply pay setting and compensation laws, regulations, and policies. Requirements Conditions of Employment Qualifications Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector performing work that involves knowledge of the basic principles and practices of Human Resources as well as providing Human Resources Services. This experience must be demonstrated experience such as: 1) Providing recruitment or staffing information to employees or managers; 2) Assisting with review of applicant qualifications; 3) Coding or processing personnel actions; 4) Conducting pre-employment screening; 5) Issuing job offers; and/or 6) Onboarding new employees. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS: 07:Successful completion of 1 full year of graduate level education -OR- Superior academic achievement -OR- A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.
