Department of State - Agency Wide Human Resources Specialist (Labor and Employee Relations) (Non-reimbursable detail NTE 120 days) in United States

Summary This position is located in the Department of State in the Human Resources Division (HRD), Office of the Executive Director, Foreign Service Institute (FSI). The incumbent serves as an ER Specialist and plans and carries out a wide range of complex and potentially controversial analyses that encompass the full range of employee/labor relations and EEO issues. This is a detail appointment NTE 120 Days, may be extended. Responsibilities Analyzes, evaluates, and determines whether current policies, procedures, and activities comply fully with EEO laws, rules, regulations, policies, and guidelines. Serves as a labor relations specialist and collaborator with Policy Coordination Staff for all FSI -wide labor management issues. Develops position papers and conducts other in-depth research initiatives that address new concepts, legislative requirements, or new policies, processes, and procedures. Provides staff level technical guidance and direction to other human resource specialists in the areas of program improvement in labor/employee relations and EEO. Provides technical advice and guidance regarding new laws, regulations, directives, and policy issuances affecting EEO programs and activities. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience. You must meet the following requirements within 30 days of the closing date of the announcement. In addition, the selectee will have to secure approval with their employer prior to accepting the position of this 120-day fully remote detail position with the Department of State in the Division of Human Resources in the Employee Relations section. You must provide in writing a notice confirming your employer approval. Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-13 must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience planning and formulating short and long-range EEO resource and planning requirements. Experience carrying out a wide range of labor/employee relations projects and assignments that involve complex and sensitive issues. Experience conducting in-depth analyses of human resources and EEO laws, regulations, directives, and policy statements. There is no substitute of education for specialized experience for the GS-13 position. Education Education requirements do not apply to this vacancy announcement.
