Federal Deposit Insurance Corporation Human Resources Specialist CG-0201-9/11/12 in United States

Summary This position is located in the Deputy to the Chairman & Chief Operating Office, Staffing, Classification and Processing Operations, Personnel Action Processing of the Federal Deposit Insurance Corporation and provides support in the areas of staffing, pay setting, payroll and personnel action processing, records retention, and HR information systems. Additional selections may be made from this vacancy announcement to fill identical vacancies that occur subsequent to this announcement. Responsibilities At the full performance level, major duties include: Participates in the development of new or improved procedures and guidelines affecting payroll/personnel processing activities and troubleshoots inquiries to resolve and streamline issues. Reviews and authorizes payments for corrections to NFC system (HCUP, SPPS, EPIC, etc.), Lump Sum Payments, Death Payments, Cancelled Payments, Settlement Payments and any other payments necessary to correct or rectify any outstanding debt in the Payroll Processing area. Works closely with Human Resources Managers, Senior HR Specialists and HR Specialists in Staffing Operations, FDIC Administrative Officers, and other HR Specialists in Benefits, Compensation and Information systems to accurately assess and improve the effectiveness of the day-to-day personnel and payroll processing. Serves as headquarters contact with staff at the National Finance Center (NFC) to solve complex payroll processing problems related to NFC information systems and compensation-related problems. Conducts random quality reviews of personnel and payroll records, assesses accuracy of pay setting determinations, as well as, consistency in applying appropriate policies and procedures. Develops and improves standard operating procedures (SOPs) and other routine payroll/personnel reports for monitoring Personnel/Payroll Operations activities, workload, timeliness and accuracy, as it relates to processing personnel/payroll actions. Provides guidance, consultation and assistance to managers, supervisors and employees on all aspects of human resources management processing and payroll issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify for the CG-9: Applicants must have one year of specialized experience equivalent to the grade 7 level in the Federal service. Specialized experience is experience utilizing personnel automated systems to process payroll and personnel actions, and employee corrections. OR EDUCATION: To qualify based on education; applicants must possess a master’s or equivalent or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree; LL.B or J.D., if related. OR COMBINING EDUCATION AND EXPERIENCE: Combinations of successfully completed education and experience may be used to meet total qualification requirements for the CG-7 level. To qualify for the CG-11: Applicants must have one year of specialized experience equivalent to the grade 9 level in the Federal service. Specialized experience is experience applying human resources principles, practices, laws and regulations to provide advisory services on personnel actions; and utilizing personnel automated systems to process payroll and personnel actions, and employee corrections. OR EDUCATION: To qualify based on education; applicants must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M., if related. OR COMBINING EDUCATION AND EXPERIENCE: Combinations of successfully completed education and experience may be used to meet total qualification requirements for the CG-11 level. To qualify for the CG-12: Applicants must have one year of specialized experience equivalent to the grade 11 level in the Federal service. Specialized experience is experience researching and applying human resources principles, practices, laws and regulations to provide advisory services on personnel actions; utilizing personnel automated systems to process payroll and personnel actions, and employee corrections; and researching and developing solutions to payroll and processing issues. Additional Information Selectee(s) for this position will be required to report to their duty station office two days per week. If selected, you may be required to serve a probationary or trial period as applicable to appointment type. You may select up to three (3) locations as advertised in this vacancy announcement. The duty location is determined upon selection. The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 18.65% to a high of 51.75%.
