GENERAL DESCRIPTION:
The Human Resource Benefits Specialist provides accurate, efficient, and timely information to the members regarding eligibility, enrollment, termination requirements, premium amounts, and benefits. This position administers insurance claims and serves as a liaison between State employees, state human resource staff, and various providers as a point of contact for agency employees who have inquiries, difficulties with claims, payments, or need assistance in understanding benefits coverage.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
Serves as a liaison between State employees, state human resources staff, and various providers as a point of contact for agency employees who have inquiries, difficulties with claims, payments, or need assistance in understanding benefits coverage.
Interprets and provides guidance on benefits, coverage, and contract provisions to employees, and agency human resources staff.
Coordinates and participates in the annual open enrollment process.
Ensures that data and records are kept in a manner that is user-friendly and can be readily accessed and utilized.
Ensures compliance of programs with relevant federal and state laws.
Maintains document management of opening, date stamping, scanning, indexing, and distributing mail and faxes.
Provides customer service by answering incoming phone calls and providing members with basic benefits information.
Daily management of mailing enrollment correspondence and processing address changes in the eBMS system.
Process returned mail.
Maintain general email management.
Monitor member correspondence generated by EGI staff. This also includes customer service outreach and phone calls to members.
Qualifications
PREFERENCES:
Preference may be given to applicants with prior insurance experience.
KNOWLEDGE:
Knowledge of group medical, dental, life, and disability insurance.
Experience in compiling and preparing reports.
Knowledge of the State of Wyoming Grievance rules and procedures.
Knowledge of Microsoft Office.
Knowledge of HIPAA and COBRA regulations.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Human Resources)
Experience:
0-1 years of progressive work experience (typically in Human Resources)
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Human Resources)

None
