AvantGarde, LLC HR Specialist - Labor Relations in United States

AvantGarde, LLC (AG) seeks to engage a Senior Human Resources Specialist (Labor Relations) who supports the AG client at the United States Capitol Police (USCP), a Legislative Branch agency, in the Office of Human Resources providing analytical and advisory support related to labor relations.

AG offers a comprehensive benefit package including a monthly commuter benefit as well as immediate 401k and medical enrollment. This is a Full-time position, 40 hours per week, M-F, four days of remote work, only one day per week onsite at the USCP Fairchild Building in Southwest DC .

The WORK

  • Provides advisory services to Department Human Resource Specialists, Managers and other agency representatives on matters involving grievances, unfair labor practices and the interpretation and application of federal contract provisions.

  • Analyzes problem situations and develops recommended courses of action which meet the needs of the Department while maintaining compliance with controlling statutes, regulations, policies and contractual requirements.

  • Provides on-going administration of the master labor agreement and provides assistance to field facilities in negotiation of local agreements.

  • Provides guidance to administer and execute the HR Labor Relations program including matters such as disciplinary actions, disputes, and investigations.

  • Researches and drafts documents on the labor relations impacts of complex personnel actions, including transfers, hiring, separation agreements, memorandums of understanding, and performance management issues.

  • Collaborate with other areas of human resources to ensure initiatives are handled in accordance with the corresponding policies and procedures.

  • Ensures compliance with labor regulations and provides technical input to develop new or revise existing HR rules, guidelines, and procedures.

  • Communicates with contacts in a professional, empathetic, and sensitive manner.

The REQUIREMENTS

  • Minimum of 6 to 8 years of experience working in Federal Labor Relations including experience:

  • Providing advisory services to Human Resource Managers on matters involving employee discipline, grievances, and implementing regulations and applicable labor contract provisions.

  • Responding to grievances, unfair labor practice complaints, disciplinary decision appeals, and making presentations in third-party arbitration hearings.

  • On-going administration of the master labor agreement or participation in negotiation of master or local agreements.

  • Knowledgeable in statutes, regulations, rules and contractual provisions which pertain to federal sector labor and employment law matters.

  • Ability to collect, develop, analyze information, draw conclusions and make recommendations.

  • Ability to conduct program analysis, research and provide advisory services associated with issues of moderate scope.

  • Ability to effectively communicate in writing, interpret written material, proofread, and edit written documentation.

  • Demonstrated customer service skills.

  • Ability to organize and present oral information.

  • Ability to work independently.

  • Experience using Microsoft Office Suite products to include Microsoft SharePoint.

  • Able to obtain a federal security clearance; active or recent federal security clearance preferred.

The United States Capitol Police has been an AG client since FY14, supporting the offices of HR, Security, OIS and the Chief Administrative Officer.

USCP is a fast-paced agency with a unique mission and challenges. USCP is in the Legislative Branch of the Federal Government.
