Summary All hourly jobs are considered as open for bid on a continuous basis. Responsibilities As a Heavy Mobile Equipment Mechanic Foreman III, you will: Supervisory Responsibilities: Assign duties. Plans and schedules work assignments of multiple maintenance facilities to ensure maximum utilization of system wide material and personnel resources and achievement of priority work within guidelines established by the Fleet Maintenance Manager. Maintain discipline. Establishes performance and conduct expectations to ensure employees' are in compliance with those standards as well as with administrative rules, regulations, and procedures. Enforce Safety Rules. Instructs subordinates in safety rules and safe work practices, including proper use of tools and equipment, safe driving techniques, fire prevention, evacuation procedures, and general housekeeping practices. Responsible for organizing and conducting regular safety meetings. Insures that work areas are free from safety hazards and that subordinates follow safe work practices as prescribed by regulations, laws, and standard shop practices. Investigates all accidents involving subordinates and. Completes required reports accurately and promptly. Review and Inspect Work. Reviews and inspects work of subordinates to ensure the safety and reliability of repairs, providing proper training of subordinates when trends are identified. Ensures completed work passes operational and performance tests prior to release and return of equipment to service. Responsible for ensuring commercial maintenance is completed in a timely and professional manner, including all charges are reasonable for services and parts provided and certifying all charges for payment. Responsible for Quantity and Quality of Specific Tasks. Responsible for timely, efficient, and safe work production of all Heavy Mobile Equipment Mechanic work performed in the Vehicle Maintenance Garage and at field sites. Recommends and evaluates purchase of new tools and equipment required to maintain high standards of quality and efficiency. Planning and Scheduling: Coordinate work schedules and maintenance priorities throughout the Fleet Management organization as well as with other craft supervisors and managers to avoid delays, meet deadlines, and satisfy priorities. Prepares and coordinates short- and long-range work plans to accomplish workload, including preparation of time and material cost estimates. May work with commercial vendors or reallocate personnel resources throughout BPA service territory on a temporary basis in order to meet operational and maintenance workload requirements. Coordinate with equipment manufacturer, customers, fleet personnel and other supervisors and managers to address equipment recalls, safety notification and modification requests in accordance with applicable standards and regulations to ensure and maintain the safety of the agencies equipment fleet Administrative: Review Employees' Performance and Recommend Personnel Actions. Continuously evaluates employees' performance and initiates proper actions to provide job satisfaction, improve working skills, resolve employee problems, develop a cohesive team, and improve employee conduct. Establishes performance standards and conducts performance evaluation interviews in accordance with established BPA performance appraisal procedures. Recommends personnel actions to management. Identify, Plan, and Implement Training. Orients new employees to the work unit and explains nature and purpose of work programs. Establishes, coordinates, and provides on-the-job training and recommends or directs appropriate internal and external training to improve subordinates' skills and efficiency. Reports and Records. Prepares and forwards required documents relating to work progress, materials, field purchases and equipment. Incumbent reports problems to the supervisor relating to work, materials, safety, or personnel when these are of a nature requiring action by higher authority or referral to other offices of the Administration. Ensures all accidents are reported immediately to the supervisor by providing a complete and accurate account of the accident. The Foreman III is responsible to ensure accountability and serviceability of all tools and equipment assigned to their respective garages and/or service truck(s). Process, policy and standards. Collaborate with other HMEM Foreman III to review existing and develop framework and recommendations for new standardized processes, policies and procedures in relation to mobile equipment maintenance operations. Also based upon maintenance history, internal capabilities and training availability, recommend component and manufacturer standardization when applicable, (i.e. motors, transmissions, pump, etc. Standardize maintenance facility and service truck tooling as necessary). WORKING CONDITIONS: The work is performed both indoors and outdoors. When indoors, there is frequently exposed to drafts, changing temperatures, and noise which is difficult to talk above. When outdoors, The incumbent may sometimes work in inclement weather, mud, snow, wet or icy areas and conditions The individual may be exposed to irritation or discomfort from dust, heat, fumes, and hard damp floors or ground. May work on parts cleaning systems which contain dirt, oil, fumes, and grease. Is exposed to the possibility of receiving cuts, bruises, electrical shock, sprains, and injury from falls while repairing, positioning, and moving equipment; and is often exposed to the possibility of receiving burns and skin irritations from acid, fluids, and lubricants. To reduce the dangers and irritations from the above conditions, the Foreman III is required to follow prescribed safety practices and use of assigned personal protective equipment such as protective ear devices, hard hats, hard-toe shoes, respirators, and protective clothing. Some of these safety items may be uncomfortable to wear or use and may have to be worn or used for long periods. PHYSICAL CONDITIONS: Climbs on and off, in and out of, vehicles and heavy equipment (average 2-6 feet) in all weather conditions. Climb ladders up to 12 feet. Requires good balance to climb and perform repair duties while in awkward positions. Balancing required on narrow and slippery surfaces at heights and in varied weather conditions. Operates trucks and heavy equipment. Must be able to work from ladders and other aerial equipment. Requires good dexterity of legs to leverage and position items. Lifts and carries tools and equipment. Lifts and positions heavy bulky materials weighing in excess of 100 pounds such as tires, batteries, transmission, and hydraulic components. Uses hands, arms, legs to push, pull, and position tools, equipment, and materials weighing in excess of 100 pounds, with 200 foot pounds of torque required.
