Summary This position is located in the Health Resources and Services Administration, Office of Federal Assistance and Acquisition Management, Division of Grants Management Operations, Health Center Branch. As a Grants Management Specialist, you will perform a wide range of grants management functions for discretionary grants associated with your assigned programs. Your major duties and responsibilities include: Advising on the review of grantee applications, evaluating grantee cost proposals, preparing and issuing grant awards, providing technical assistance to grantees, and conducing post-award monitoring. Maintaining systems for monitoring and assessing the performance of authorities receiving funds from all types of grants administered by HRSA, i.e., block, formula, and other types of discretionary grants. Negotiating with grantees to agree on financial requirements and recommending workable grants management approaches. Making recommendations with supporting analyses for significant grant actions (e.g., awards, suspensions, and modifications). Analyzing proposed budgets submitted under program announcements and assesses applicant's ability to meet specialized financial performance requirements associated with grant programs. Examining projected program income figures compared to prior year performance and/or evaluate them with reference to applicant's fee schedules, service area population, facilities, and equipment. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for this GS-11 position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-9 level include performing the following types of tasks on a regular and recurring basis: Administering and monitoring federal grant and/or cooperative agreement applications that are limited in functional scope and complexity for adequacy, accuracy, and compliance with federal requirements. OR Analyzing proposed budgets submitted under funding opportunity announcements and making recommendations that include supporting analysis for award. OR Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study or other field of study with course work directly related to the work of this position. OR Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. FINANCIAL BUDGET AND PROGRAM ANALYSIS - Obtains financial information from within and outside of an organization for relevant guidance or other information; reviews and evaluates the financial data and makes recommendations as appropriate. COMPLIANCE - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
