Pipeline and Hazardous Materials Safety Administration General Engineer (Senior Technical Advisor) (Open to both U.S. Citizens and Federal Employees) in United States

Summary This position is in the U.S. DOT, the Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Pipeline Safety, NGDISM Grant Program. You will be working in the areas of pipeline integrity, operations, infrastructure oversight & regulations, including Distribution Integrity Management & Distribution operations. OPS administers the Department's national regulatory program to assure the safe transportation of natural gas, petroleum, & other hazardous materials by pipeline. Responsibilities As a General Engineer (Senior Technical Advisor), your duties will include, but not be limited to, the following: Ensures that NGDISM grant projects are technically sound and support DOT and PHMSA safety and environmental protection goals. Develops program policy and guidance to include plans, milestones, and goals; implements program plans; leading/driving change; recommending ways to strengthen the NGDISM program and its funded projects; and communicating program findings and results to internal and external stakeholders. Effectively communicates national pipeline safety initiatives and challenges; preparing a variety of written materials including briefs, summaries, and reports; responding to inquiries; presentations; delivering oral presentations to a broad range of audiences, including situations in which the audience may not be receptive to the message; representing the NGDISM program at conferences, symposia, and meetings. Conducts and oversees technical audits and performs qualitative and quantitative assessments of NGDISM funded projects using internal and external information and data sources. Identifies and analyzes program-wide outcome measures to determine efficacy of the NGDISM program and initiatives. Provides data-driven recommendations and advice on policies, programs, and grant-funded construction projects to OPS leadership The ideal candidate will have at least 15 years of experience in pipeline engineering who will serve as a technical and regulatory expert and advisor to the OPS leadership and staff on novel pipeline safety issues. As a Senior Technical Advisor within the OPS Policy and Program’s Natural Gas Distribution Infrastructure Safety and Modernization Grant Program, you will be responsible for coordinating relevant pipeline strategic development and action plans, as well as coordinating the implementation on grant technical reviews, Buy America waivers, and project inspections. The ideal candidate will be an effective communicator and be able to resolve complex technical issues and develop funding recommendations related to technical, regulatory, and policy issues with grant applicants and recipients, industry, trade associations, federal agencies, public interest groups, state agencies and OPS advisory committees. The ideal candidate will be an experienced engineer in the areas of pipeline integrity, operations, and regulations - including Distribution Integrity Management and Distribution operations - research and development, grant project reviews, technical standards, and materials engineering. The candidate will also be a technical and regulatory advisor to the NGDISM grant program and staff in emerging methods and technologies associated with pipeline construction projects. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience interpreting and applying Federal regulations and monitoring requirements to the design, construction, maintenance and operation of natural gas and hazardous liquid pipeline systems of operators. Experience managing and coordinating work of pipeline engineering, such as developing enforcement strategies and formulating action plans.
