General Summary

Support the Charlottesville Department of Utilities in fulfilling its service to provide efficient and safe utilities to all in our community. The Charlottesville Department of Utilities is seeking qualified candidates to be considered for the position of Gas Motor Equipment Operator who are highly motivated and who strive for success by demonstrating Charlottesville's Core Values of Leadership, Trust, Creativity, Respect, and Excellence.

The preferred hiring range for is between $24.09 - $25.10 an hour ($50,107.20 - $52,208 Annually). As of March 28, 2024, this position is in the Labor and Trades bargaining unit in accordance with the City’s Collective Bargaining Ordinance (Ordinance No. 22-128). Starting pay for this position is based on applicable education, experience, and internal equity. Future wage adjustments are subject to terms and conditions of the collective bargaining agreement between the City and the exclusive bargaining representative. The parties are in the process of negotiating the collective bargaining agreement, which will take effect on July 1, 2025.

This position performs responsible skilled work in the regular operation of specialized equipment in the repair and maintenance of gas lines and facilities. Work is performed under the regular supervision of a Gas Maintenance Crew Supervisor. Supervision is exercised over crew members in the absence of a Crew Supervisor.

Essential Responsibilities and Duties

  • Operates a variety of construction and specialized equipment including front-end loader, dump truck, utility truck, trenchers, boring machines, jackhammers, tamper, backhoe and related equipment in the maintenance and construction of gas facilities;

  • Assists in the repair, replacement and installation of gas utility lines, meters, regulators, and related facilities;

  • Fits taps and performing fusion of pipes, and assists with pipe welding;

  • Performs bagging procedure for controlling gas flow;

  • Responds to and investigates gas leaks with gas detection equipment;

  • Assists with emergency gas leak repairs;

  • Installs residential gas meters and regulators;

  • Digs trenches by hand or machine;

  • Makes minor repairs to tools and equipment;

  • Stocks truck with materials and supplies; Loads and unloads trucks;

  • Performs a variety of routine maintenance tasks such as grass mowing, painting, general cleaning, etc.;

  • Performs related tasks as required.

Education, Experience and Skills

Minimum Qualification:

  • Any combination of education and experience equivalent to a high school diploma or GED. (If no diploma or GED is obtained, must have a minimum of 2 years of direct work experience in the field.)

  • Requires experience in the operation of motorized equipment and experience in the maintenance, construction and repair of Utility lines including but not limited to gas, water, and facilities.

Special Requirement:

  • Possession of an operator's license issued by the Commonwealth of Virginia required. Possession of a valid Class A Commercial Drivers' License issued by the Commonwealth of Virginia required within six (6) months of the date of hire;

  • Must obtain certification in plastic pipe fusion and must become qualified in the use of combustible gas indicator, and must maintain all certifications as required by applicable federal, state, and local regulations.

  • Position requires a 30-minute emergency response time and is subject to emergency and stand-by call.

  • Position is subject to DOT drug and alcohol testing regulations.

Skills: Thorough knowledge of the principles and practices of operating and servicing construction equipment; repair and manual tasks of utility gas work; general knowledge of the traffic laws and regulations governing equipment operation; general knowledge of the occupational hazards involved and the safety precautions necessary to the proper operation of varied construction and maintenance equipment; skill in the use of the equipment to which assigned; ability to understand and follow oral and written directions; mechanical aptitude; ability to make minor repairs and adjustments to equipment; ability to supervise; working under pressure during emergency situations; dependability; and knowledge of federal standard codes regarding gas line construction or repair.

Physical Conditions & Additional Information

This position in the Department of Utilities division is subject to emergency and stand by call and is subject to federal DOT drug and alcohol testing regulations.

  • POS 1: Employee-only premium of $36.28 per biweekly pay

  1. RETIREMENT: The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS. There are certain provisions that must be met and the portability request must be executed within 18 months of vesting in the City's Plan.
  • Pension:

  • Choose from two options:

  • A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5 year vesting period and an employee contribution of 5% of salary.

  • A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary. (Note that: the Defined Contribution retirement plan is the only plan available for Library employees)
