We seek applications for the Finance and Operations Management Consultant position for the USAID-funded Partnerships Incubator. This five-year project started in October 2019 and ends on September 30, 2024.

About the Partnerships Incubator

USAID aims to diversify its partner base by removing barriers to engagement and creating avenues for new and nontraditional partners to work with the Agency. The Partnerships Incubator was set up as a global service hub to address this need by amplifying USAID’s external communications efforts to strengthen and diversify the Agency’s partner base, expanding Agency capacity for partnerships, and supporting partner organizations working with USAID.

The Partnerships Incubator works with USAID headquarters and Missions to identify and engage new and local partners, provide training and capacity-strengthening assistance, and develop tools, resources, and models to advance USAID’s partnership goals. The project also designed, developed, and launched WorkwithUSAID.org, a free, USAID-funded resource hub designed to connect partners to peers and experts, improve their organizational readiness, and prepare them to receive USAID funding.

Position Overview The Financial & Operations Management Consultant is pivotal in the Partnerships Incubator and is responsible for meticulously overseeing and optimizing our financial processes. With a keen eye for detail and a commitment to precision, you will manage various financial responsibilities, including QuickBooks management, bank reconciliation, GL report generation, accrual accounting, subcontractor/consultant supervision, and closeout. Your role is instrumental in maintaining financial clarity and ensuring the accuracy of our financial data. You will play a vital part in contributing to our financial success, collaborating with internal teams, and upholding the highest standards of financial excellence. Key Responsibilities:

  • Budget Tracking and Management: Regularly track and manage the budget to ensure adherence to the spending plan.

  • Financial Statements and GL Report: Preparing Financial Statements and General Ledger (GL) reports, reconciling account balances, and analyzing financial data to provide insights for decision-making.

  • Accruals: Facilitate accrual accounting processes, ensuring that expenses and revenues are recognized in the appropriate accounting periods.

  • Subcontractor and Consultant Oversight: Supervise subcontractors and consultants, ensuring they meet project objectives and financial compliance requirements with USAID’s rules and regulations. 

  • Payment Review: Review payments processed by team members, verifying accuracy and compliance with financial policies and procedures, and USAID’s cost principles.

  • Subcontractor Orientation: Conduct orientation sessions for subcontractors and consultants to familiarize them with project expectations and financial protocols.

  • Inventory Oversight: Oversee inventory management and reporting, ensuring accurate tracking of assets and materials.

  • Tracking Reports: Prepare various tracking reports the project team requires, providing real-time financial insights.

  • Assigned Tasks: Execute other financial tasks and responsibilities as assigned by senior management.

  • Subcontractors and Consultants' Portfolio: Manage and optimize the portfolio and operations of subcontractors and consultants, aligning their contributions with project goals.

  • Project Close-Out Committee: Serve as an integral part of the Project Close-Out Committee, ensuring financial compliance and contributing to a seamless project closure.

  • Payment Validation and QA/QC: Review, validate, and perform Quality Assurance/Quality Control (QA/QC) checks on payments processed by team members to maintain financial accuracy.

  • Financial Reviews and Audits: Coordinate financial reviews or audits, collaborating with external auditors to ensure compliance and accuracy.

  • Assigned Tasks: Execute other financial tasks and responsibilities as assigned by senior management.

    Qualifications:

  • Bachelor's degree in Finance, Accounting with minimum 20 years of relevant experience OR Master’s degree and 16 years of relevant experience, OR JD/ABD and 14 years of relevant experience, OR Ph.D. and 10 years of relevant experience.

  • Must have at least 15 years of experience working in a finance role for a USAID implementing partner or for a USAID project.

  • Proven experience in financial management and operations.

  • Strong analytical and problem-solving skills with exceptional attention to detail.

  • Knowledge of accrual accounting principles and financial reporting standards.

  • Excellent communication and interpersonal skills for effective team collaboration.

  • Experience in managing subcontractors, consultants, and inventory operations.

  • Ability to work in multiple cultures, highly motivated, self-starting, intellectually curious, flexible, a passion for learning, and deeply committed to social impact.

  • Knows the importance and relevance of taking initiative and being a problem solver.

  • Strong interest and ability to deliver innovative solutions.

  • Proficiency in preparing and interpreting financial reports.

  • Experience with financial audits and compliance.

  • Highly organized and capable of managing multiple tasks and deadlines effectively.

  • Proficiency in Google Sheets, MS Office Suite, particularly Excel.

  • Commitment to maintaining the highest ethical and professional standards in financial operations.

  • Strong interest and experience in international development.
