GENERAL DESCRIPTION:

The Wyoming Department of Transportation is currently seeking an Assistant State Bridge Design Engineer in Cheyenne, Wyoming to provide the supervision, direction, and guidance of an engineering staff for the planning, design, and maintenance of highway structures in accordance with national, state, local and agency specifications and regulations, including but not limited to implementing design and detailing standards.

ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Directs an engineering staff for the planning, design, and maintenance of highway structures

  • Assigns projects to three design squads and a hydraulic squad for the completion of the design, plans, specifications, and estimates of structure projects to meet program and agency goals and deadlines

  • Review all project plan issuance, reports, recommendations, and correspondence to see if any structure work is required or needed

  • Attends and participates in Project Schedule Review Committee meetings to set project deadlines

  • Review final structural details for completeness, accuracy, clarity, and constructability and to ensure they meet AASHTO design guidelines, FHWA policies, Department policies, and other laws and regulations

  • Determines project cost estimates at various stages of design to establish cost feasibility of projects

  • Attends plan inspection meetings, and public meetings, and participates in value engineering studies

  • Meets and corresponds with other Programs, outside agencies, consultants, and the public to provide information, responds to technical questions, and gathers requests and input to be considered in the structure designs, plans, and specifications

  • Establishes design goals and performance measures to meet Department objectives

  • Develops design standards and design notes when sections of the specification can have different interpretations

  • Works with design squads to develop detailing standards and maintain the Bridge Applications Manual and Bridge Design Manual

  • Identifies needed structural research topics within WYDOT and on the National level

Qualifications

KNOWLEDGE:

  • Knowledge of the structural engineering principles and technologies, such as analytical models applied to bridge engineering, and the fundamentals relating to highway geometrics, hydrology and hydraulic analysis and design, soils engineering, and construction and maintenance practices; this includes the ability to understand design computations and recognize the theory as a basis for their use and the ability to apply research to engineering applications

  • Knowledge of and the ability to interpret the AASHTO bridge design and construction specifications, the National Bridge Inspection Standards, and bridge element level ratings to assess the condition and possible rehabilitation strategies of structures

  • Knowledge of the WYDOT project/plan development procedures and project flow charts

  • Knowledge of personnel rules and the ability to interpret and implement rules and regulations

  • Skills in managing personnel and work activities to establish work schedules and meet project deadlines

  • Skills in oral and written communication

  • Ability to work well with all members of the Bridge Program, other Department Programs, outside agencies, and the public

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (in Engineering)

Experience:

4-6 years of progressive work experience (in Engineering) with acquired knowledge at the level of a Staff Engineer

Certificates, Licenses, Registrations:

Professional Engineer's (PE) License Required at time of hire - (Wyoming PE required within six months of hire date.)

  • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.

  • Employees would only be eligible for one (1) hiring bonus in a 12-month period.

  • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
