Job Summary

Under general direction, is responsible for directing the activities of individuals engaged in the repair, installation, and maintenance of all electrical components. Overseeing the maintenance of computer operated and monitored traffic systems is also part of this positions focus. Working conditions are primarily inside but occasionally require outside work for inspections or mechanical work advice. Exposure to temperature variations, damp/wet surfaces, hazardous materials, high noise areas, insects, insect bites, dust and unfavorable fumes and vapors is possible. Exercises technical supervision over assigned staff.

Hours will vary between 5:00 a.m. - 2:30 a.m., 7 days a week

Essential Job Functions

  • Supervises operators in the Transportation and Infrastructure Management Center

  • Monitors traffic signal system status, school zone system status, and high water detection system remotely from the Transportation and infrastructure Management Center

  • Implements changes to timings based on equipment malfunctions, construction activities, requests from consultants, or as directed by the Engineer.

  • Monitors citizen requests using the SAP Plant Maintenance system

  • Installs, troubleshoots, and maintains the communications equipment related to the traffic signals.

  • Provides excellent customer service to internal and external customers.

  • Dispatches traffic signal field crews as well as other Public Works Crews

  • Assigns and evaluates work to assigned staff, occasionally by using a two-way hand held radio.

  • Supervises and trains technicians in the repair of traffic signal and traffic control equipment, occasionally lifting and carrying equipment or materials weighing 15 pounds.

  • Performs field supervision to oversee the repairs of floodgates, water circulating systems, computer operations and monitoring of flood control systems.

  • Assists in establishing work methods and procedures for the maintenance, testing, and installation of control equipment and systems. Maintains inventory; initiates requisitions for stock replacement parts and equipment.

  • Ensures that all areas of the City have adequate coverage for emergency responses when necessary.

  • Performs field inspections of work completed by technicians or other staff.

  • Analyzes data in regards to intersections.

  • Develops database and annual maintenance schedules for equipment inspections and repairs.

  • Assist in preparing the budget and maintaining administrative duties of the division.

  • Coordinates projects with other departments and outside agencies.

  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • High school diploma or GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency).

  • Six (6) years of increasingly responsible experience in installation and repair of mechanical equipment and electronic or electrical systems to include three (3) years of supervisory responsibility.

  • Valid Class 'C' Texas Driver's License.

Preferred Qualifications

  • Knowledge of SAP Plant Maintenance System.

  • Knowledge of computerized traffic control systems.

  • Practical working knowledge of traffic signal timing principles and practices.

  • Ability to communicate effectively both orally and in written form.

  • Ability to use basic hand tools and power tools.

  • Ability to handle all the physical requirements of the job.

  • Ability to establish and maintain effective working relationships with City staff and the general public.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

Knowledge, Skills, and Abilities

  • Knowledge of the troubleshooting techniques as they apply to electronics and computer related circuits.

  • Knowledge of computer programming.

  • Knowledge of the hazards as well as safety procedures as they relate to electronics and the electrical trade.

  • Knowledge of mechanical systems to include pumps, gas operators, and hydraulic systems.

  • Knowledge of principles and practices of supervision, training, and personnel management.

  • Knowledge of applicable Federal, State, and local laws and ordinances pertinent to traffic control systems.

  • Knowledge of principles and practices of budget preparation and administration.

  • Skill in the use of electronic test instruments for computer circuit analysis.

  • Skill in the use of various electronic measuring equipment.

  • Ability to perform all the physical requirements of the position, with or without accommodations.
