Serves as an expert consultant and technical adviser for the IRS and architectural engineering firms in connection with the electrical features of all facilities. Furnishes authoritative advice and direction on all phases of the program from planning through design, construction, and final acceptance of completed projects. Furnishes advice to architect-engineers on preliminary layouts and the design analyses of electrical features. Interprets policies, regulations, engineering criteria, and disseminates proper information and guides to the field. Serves as liaison with General Services Administration (GSA) and other federal authorities and private architectural/engineering firms in establishing and maintaining a highly reliable level of performance within statutory and regulatory conditions. In the absence of the manager, the employee acts on his/her behalf with full authority delegated to the position. Develops and implements IRS design and construction standards and policies. Performs independent technical studies and prepares conclusions as related to program objectives. Conducts load flow and transient investigations by means of computer routines and interpretation of results of system reconfiguration simulations. Provides guidance and instructions to subordinate elements in the development and use of power system models. Attends meetings of interagency committees and presents IRS views and requirements on electrical engineering designs, specifications, estimates, and related matters for site and building investigations and space development. This may include safety shoes, hard hats, hearing protection, gloves, masks, etc. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC QUALIFICATION REQUIREMENTS All GRADES: To be eligible for this position at this grade level, you must meet the basic requirements below: EDUCATION: A degree in Engineering. To be acceptable, the program must: (1) Lead to a bachelor's degree in a school of engineering with at least one program accredited by Accreditation Board for Engineering and Technology (ABET). OR (2) Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: Statics, dynamics Strength of materials (stress-strain relationships) Fluid mechanics, hydraulics Thermodynamics Electrical fields and circuits Nature and properties of materials (relating particle and aggregate structure to properties) Any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR A COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience that includes college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one (1) year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE GS-14: In addition to basic requirements, to be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Demonstrated experience applying professional knowledge of electrical engineering concepts, methods, and techniques to develop, plan, and design highly technical alteration and construction projects. Experience applying the electrical engineering practices in the design and construction of buildings and facilities. Experience working in all stages of the construction process, to include, preliminary planning and budgeting, consultant selection, fee negotiation, programming, schematic design, construction document preparation, and equipment installation. Experience using industry standard software programs to prepare, review and provide comments on already prepared design documents. Experience applying demonstrated knowledge of architectural/engineering functions (architectural, mechanical, electrical, structural, etc.) practices and policies to review, evaluate, and assist with negotiations on submittals from design and construction contractors. Experience applying to electrical engineering practices in the design and construction of buildings and facilities in order to review, evaluate, and identify necessary changes, corrections, or additions to scopes of work, specifications, cost estimates and drawings for electrical project requirements. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m. Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status.
