Description

TriMet is actively seeking a Director for our Operations Division, a role that is critical to both the strategic and day-to-day management of our transportation and maintenance operations. This key leadership position entails overseeing the development and execution of annual budgets, multi-year planning, and capital enhancements across our fleets and facilities, directly aligning with TriMet's strategic business objectives. You will play a pivotal role in advancing our organizational mission and executing special projects!

This role requires a strong commitment to safety, exemplified through leadership and the implementation of practices that prioritize safety as a fundamental aspect of all work activities. You will ensure cohesive planning and integration across the Operations division, encompassing departments such as Service Planning, Transportation Services, Maintenance, and interfacing with Strategic Planning, Financial Planning, and Information Technology, among others.

Responsibilities include managing overall operations performance, leading improvement initiatives like LEAN/Six Sigma, and overseeing budgetary and operational forecasting with a focus on cost containment and revenue enhancement. The role also involves directing the division's involvement in major capital construction projects, developing intergovernmental agreements, and providing oversight for large-scale initiatives.

Perform related duties as required. Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers’ experiences and of TriMet’s product and service offerings.

Essential Functions

  • Direct operational engineering configuration management and change management program. Oversee procedure development for agency preventative maintenance, failure maintenance, overhaul and obsolescence management, running repairs and equipment engineering analysis. Align document control practices with operational engineering and maintenance control best practices.

  • Oversee and manage the work of direct reports including the managers and employees of Maintenance Control, Operations Engineering, State of Good Repair, Vehicles, MOW, Facilities, and program and project planning and execution teams.

  • Manage, plan, direct, coordinate and review the work of assigned staff, including hiring, performance management, coaching and training.

  • Develop and implement all maintenance work activities to ensure they are completed on time, to appropriate compliance specifications, and improve the reliability of bus and rail operations upon completion.

  • Support operations maintenance by working with the Executive Director of Maintenance to develop and maintain a maintenance program for all modes including bus, rail, Maintenance of Way (MOW), and facilities. Direct the maintenance program with standardized maintenance inspections and assisting with plans , in order to create schedules to manage any backlog of maintenance. Support Maintenance to define and prioritize the projects related to State of Good Repair and help guide projects through the Capital Program.

  • Create one maintenance control process to include prioritizing, planning, scheduling and completing all work activities in conjunction with the Maintenance Operations Division to balance work with staffing resources.

  • Assist in the development and oversight of TriMet’s new maintenance management information system including the architectural design, standardization of attributes nomenclature, work types, priorities and work flow processes. Review and utilize the exiting maintenance management information system. Assist with future development of a new Enterprise Asset Management system.

  • Work with Engineering and Construction and coordinate the State of Good Repair projects and create process for design review for major capital improvement projects to improve the reliability of the transit system.

  • Provide engineering and technical support to other departments including updating standard operating procedures, creating new training modules and design standards, updating preventative maintenance inspections, job plans and engineering standards, and guiding root failure analysis and the required follow-up.

  • Manage and coordinate the delivery of engineering support services for TriMet Operation's rail systems and the work of engineers and technicians related to TriMet's existing rail systems.

  • Analyze and resolve complex problems pertaining to the design and operation of rail system projects and other assigned projects. Manage and oversee testing and troubleshooting of existing traction power, signaling and communication systems. Review and approve systems integration test results.

  • Coordinate the process for prioritizing a variety of State of Good Repair projects including track rehab, station renovation, Transit Center renovation and pavement renewal. Develop the implementation schedule and project timeline based on specific criteria including; useful life, condition, failure risk, and Transit Asset Management (TAM) reporting, funding, and customer impact.

  • Assist the Safety and Security Division as needed in annual updates of TriMet's System Safety Program Plan and Security and Emergency Preparedness Plan, for TriMet light rail, bus extensions, Commuter Rail, and other major capital projects. Conceptualize and mobilize for incident recovery projects for rail.

  • Coordinate consultants, assigned TriMet staff, and public and private agencies to ensure timely support and expected progress on a portfolio of internal and external project efforts as assigned. Coordinate with other departments and outside agencies on city-, county- and state-run projects that impact transit service. Enlist special or additional resources as needed to complete the work. Supervise planning, engineering, and construction work of consultants and TriMet staff.

  • Provide senior level technical direction related to design and operation of bus and rail systems and other assigned projects. Including assisting design-reviews from a perspective of operations and life-cycle cost.

  • Direct operations’ involvement in the development, implementation, and operation of the Operations and Maintenance plans for the Bus and Rail Replacement Services Teams (BRRST) and Federal Transit Administration (FTA) Operations and Maintenance Cost Plans for TriMet’s light rail, Commuter Rail, bus extensions, and other major capital construction projects.

  • Oversee the BRRST and Technical Advisory Group (TAG) committee meetings for project construction activities that impact transit service. In addition, oversee the Readiness for Service Team (RFST) for project start-ups. Serve on the Rail Activation Committee (RAC) for rail system extension start-ups.

Position Requirements

A Bachelor's Degree in civil, electrical, mechanical or industrial engineering is required, with a Master's Degree being preferred.

Eight (8) years of credited experience are required, with six (6) years of experience in bus and rail systems.

Two (2) years lead or project management or staff management required.

PE or PMP Certifications are preferred.

Salary Range

Minimum: $135,157.00

Maximum: $202,735.00

Salary offers will be determined by a candidate’s education, training and relevant experience. Any final offer of employment will fall within the range stated above. For transparency, we choose to list the full available grade range, however, TriMet’s salary administration process will ultimately determine the final salary offered.
