Description

This position will assist and support TriMet's agency-wide systems and occupational health and safety programs, ensuring that TriMet maintains compliance with all applicable federal, state, and local regulatory requirements. Conduct system assurance audits and activities. Support the communications between frontline employees and management, and uphold safety as the District's highest core value, guiding all aspects of work.

Other duties may include providing assistance and support of TriMet's Engineering, Construction and Planning Division in all aspects of its Construction Safety Programs from design to construction and commissioning on various projects throughout the TriMet system, promoting a culture of safety for TriMet employees and contractors.

Under general direction provides input and assists with developing, assessing, implementing, and verifying elements of the agencies Safety and Security Certification Program (SSCP), and the Agency Safety Plan (ASP).

Ensure a commitment to safety through consistent and professional behaviors in performance of job requirements that demonstrate safety is a fundamental value that guides all aspects of our work. Perform related duties as required.

Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers’ experiences and of TriMet’s product and service offerings.

Essential Functions

  • Assist with the implementation and monitoring of the agency safety plan (ASP) and various safety management systems (SMS) programs at TriMet’s rail and bus operations and maintenance facilities, right-of-way rail alignments and corridors, capital project and engineering construction sites.

  • Conduct and document safety inspections of TriMet assets, properties, and construction sites to assure accountability and compliance with federal, state and local requirements, and safety best practice guidelines.

  • Provide technical safety expertise and guidance to safety related committees. Participate on other committees as assigned to support project pre-work planning, construction progress, and other relevant project-related meetings to discuss safety matters and advance safety program goals.

  • Conduct investigations of TriMet events, regulatory issues, and hazardous conditions or unusual occurrences. Document results, facilitate corrective action plans and report to regulatory entities until agreed upon mitigations are successfully closed out. Monitor construction contractor and subcontractors Incident Investigation & Reporting practices to ensure that project activities are completed as per contract, TriMet Construction Safety Program and according to applicable Site-Specific Safety Plan.

  • Develop and conduct or implement safety management system(s) and other occupational or construction safety training as assigned. May also participate in other internal or external safety promotion programs such as Operation Lifesaver.

  • Support development and implementation of the safety auditing process. Schedule and conduct internal audits, in relation to conformance on internal procedures and best practices, documenting the audit procedures performed, prepare comprehensive written reports, and follow-up to determine adequacy of corrective actions.

  • Evaluate and audit contractor design and construction submittals; site-specific safety plans, JHAs, test plans and procedures. Also monitors the implementation of prime contractor and/or subcontractors’ safety programs to assure safe work site conditions and compliance to the TriMet Construction Safety Program.

  • Support each agency-wide hazard identification and assisting in development of mitigation strategies. Assist projects with tracking and resolution of safety hazards, security threats and vulnerabilities identified in pre-construction studies and from any on-site observations.

  • Assist with design criteria conformance, review and development of project safety certifiable items lists and implementation of the safety certification verification process during new construction and infrastructure improvement projects.

  • Assist with the administration of department contracts and, where assigned, manage specific task orders. May also be assigned increasing responsibilities including performing contract project management, budget input, preparing work scopes for consultant tasks, and monitor contractor performance and contractual compliance, etc.

  • Support the development of and/or review internal safety policies, procedures, systems, and work collaboratively with other safety department team members or impacted internal stakeholders; may include TriNet internal webpage development and updates.

  • Provides subject matter technical expertise to business partners concerning established safety standards, best practices, and interpreting the application of regulatory requirements; audits systems for gaps or discrepancies, ensuring that TriMet remains in compliance with local, state and federal legislation; make recommendations for corrective/preventative actions; and follow-up to ensure timely mitigation.

  • Perform other assigned tasks that support the development, implementation and promotion of the Agency Safety Plan (ASP), OSHA compliance programs or other safety initiatives.

  • Be available and respond to serious accidents within the District's service area by participating in a rotating on-call duty schedule with each duty period lasting 24-hours a day over 7-days.

  • Be flexible to move between safety disciplines within the department based on business need.

Position Requirements

A minimum of a Bachelor's Degree is required. A Bachelor's Degree in Safety, Engineering, Manufacturing, Aviation, Transportation, Occupational Health or Industrial Hygiene, Environmental Health Services, Risk Management, Construction Safety Management or Planning is preferred.

A minimum of two (2) years total credited experience is required.*

Two (2) years of experience in safety within transit, manufacturing, change management, large industrial/manufacture operations or similar industry is required.

Two (2) years of experience in Safety, Light Rail or Heavy Rail transit, Engineering, Manufacturing, Aviation, Transportation, Environmental, Industrial or Occupational Health, or Risk Management is preferred.

Two (2) years of experience in transit bus and rail construction, civil construction or construction safety is preferred.

TSSP - Transit Safety and Security Program (Bus and Rail), preferred within 3 years of hire.

ARM - Certification in Risk Management OHST, CHST, STSC, ASP, CSP (Professional Safety Certification), is preferred.

OSHA 30-hour General Industry or Construction Industry Training is preferred.

OSHA #510 Occupational Safety and Health Standards for the Construction Industry is preferred .

OSHA #500 Trainer Course in Occupational Safety and Health Standards for Construction is preferred .

HAZWOPER Certification is preferred .

Or any equivalent combination of training and experience.

  • The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

Salary Range

Minimum: $75,186.00

Maximum: $112,779.00

Salary offers will be determined by a candidate’s education, training and relevant experience. Any final offer of employment will fall within the range stated above. For transparency, we choose to list the full available grade range, however, TriMet’s salary administration process will ultimately determine the final salary offered.
