GENERAL DESCRIPTION:

Lead and manage the communications and marketing activities of the various programs within the Department of State Parks and Cultural Resources through strategic multimedia communications, effective public relations techniques, impactful marketing campaigns, development of key private/corporate sponsorships, targeted outreach, event planning, and assistance, website design, graphic design, video production, and photography. As a statewide agency with many moving parts, this position is critical in keeping agency leadership apprised of information or activities that may adversely affect the organization and taking effective steps to counteract or neutralize any potential negative impacts.

ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Management of the Communications and Marketing Section, including assigning and directing work, appraising work performance, and developing staff talent. Establishing and maintaining a positive, professional, and proactive work environment. Modeling good leadership qualities, personal integrity, and a dependable work ethic. Ensuring that the section is actively creating interesting and compelling content that reflects well on the agency across multimedia platforms. Paying attention to details. Embracing accountability for the performance of the section. Providing section staff with coaching and assistance in the performance of their duties to ensure that section goals are met.

  • Creating a biennial budget request for the section while monitoring ongoing expenditures to stay within provided funding. Preparing special requests and justification for additional funds beyond the standard budget as needed. Procuring all necessary and optimal supplies, materials, services, and equipment to accomplish section goals. Identifying and prioritizing training and professional development opportunities for staff and self.

  • Developing potential opportunities for outside funding, grants, or sponsorships for the agency and cultivating relationships with donors. Performing other duties as assigned.

  • Leading agency efforts to develop communications and marketing goals, strategies, objectives, and standards, including targeted marketing and public information campaigns.

  • Ensuring that all agency communications and marketing efforts are cohesive, consistent, and effective in supporting the mission and goals set forth by senior management.

  • Establishing and maintaining brand, stylistic, and content standards across all agency communications and marketing platforms. Managing and overseeing the design and development of all marketing materials for the agency including but not limited to print, website, video, audio, and social media. Evaluating communications and marketing efforts to measure effectiveness.

  • Maintaining professional credibility as a subject matter expert in communications and marketing, particularly in terms of cutting-edge industry trends. Attending professional conferences and being an active participant and even a key planner or leader for such activities. Providing agency staff with training and information for best practices.

  • Assisting agency staff with their own programmatic or localized marketing efforts.

  • Acting as a primary representative of the agency to the public, stakeholders, and elected officials, including by attending and taking an active role in events, programs, conferences, summits, trade shows, meetings, fundraisers, and other activities.

  • Having a deep knowledge and understanding of the different programs,

missions, and activities within the agency, including State Parks, Historic Sites, State Trails, Outdoor Recreation, State Museum, State Archives, State Archaeologist, Arts Council, Cultural Trust Fund, and Historic Preservation.

  • Traveling the state, and occasionally out of state, to conduct outreach activities, provide information, answer questions, and meet with people face-to-face to promote the agency, or delegate section staff to do.

  • Developing positive, professional relationships with the media and key stakeholders statewide. Participating regularly in interviews or discussions on various media platforms. Delivering speeches, giving presentations, and serving on discussion panels. Embracing the role of being “the public face of the agency” and acting as an “influencer” to help drive statewide conversations and perceptions surrounding the agency, its mission, and its work.

  • Proactively serving agency leadership to help inform effective decision-making, including offering useful advice, expertise, research, information, and general assistance.

  • Monitoring media content and coverage of the agency and alerting leadership to positive developments as well as emerging concerns or emergencies. Helping agency leadership develop a broad, high-level vision for communications and marketing. Providing informed opinions regarding agency strategic planning and resource allocation for communications and marketing, and beyond. Meeting regularly with agency managers and staff to determine needs, discuss ongoing efforts, and prioritize assistance. Developing recommendations regarding internal agency communications strategies and creating materials, messaging, and talking points for staff as directed. Actively participating in agency leadership meetings as directed, including as a decision-maker.

  • Serving as the agency’s Public Information Officer and primary initial point of contact for general media inquiries, emergency situations, and ongoing public controversies involving the agency.

  • Acting as the primary agency spokesperson as appropriate. Providing timely, accurate, and prudent responses to requests for information. Working cooperatively with outside agencies or organizations as needed during times of crisis to communicate consistently and effectively.

Qualifications

PREFERENCES:

Preference may be given to applicants able to communicate well with the public, stakeholders, media outlets, and internal staff; able to think outside the box and create campaigns that are tailored to organizational needs; able to plan, execute, and manage events, such as public outreach activities, industry showcases, or professional conferences; able to respond in a timely manner to changing communications strategies and the requirements of a dynamic workplace; and able to create compelling media content across multiple platforms.

KNOWLEDGE:

  • Strong verbal and written interpersonal communication skills.

  • Ability to speak to the press and the public, representing the agency in the best way.

  • Knowledge of best practices for marketing, branding, and design.

  • Ability to work with a team of staff and leaders employed in diverse programs across the state.

  • Ability to conduct skillful outreach with the public, key stakeholders, and elected officials.

  • Skilled in leadership of a small section with limited resources and a broad mission.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Public Relations)

Experience:

1-2 years of progressive work experience (typically in Public Relations) with acquired knowledge at the level of a Senior Public Relations Specialist

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Public Relations) with acquired knowledge at the level of a Senior Public Relations Specialist

PHYSICAL WORKING CONDITIONS:

  • The position may be located anywhere in Wyoming.

  • Travel within the state is required.
