Position Description:Child Welfare Social Worker will join our medical staff in working alongside uniformed Customs and Border Protection (CBP) Agents/Officers in a secured federal facilities along the southwest border of the United States.

    MISSION

    CBPs Office of the Chief Medical Office (OCMO) employs a family medicine model to provide frontline medical care for persons in CBP custody. This model provides a team of medical professionals comprised of physicians, advanced practice providers (e.g., physicians assistants, nurse practitioners) and support staff (e.g., Licensed Practical/Vocational Nurses, Paramedics, EMTs, Certified Medical/Nursing Assistants, Licensed Clinical Social Workers, and Licensed Professional Counselors, and Child Welfare Social Workers.) These contracted medical teams provide basic assessment and medical treatment for persons inCBP custody to include emergency care as needed. OCMO is committed to ensuring a system of care that is ethical, responsible, andaccountable through surveillance and monitoring activities that are in place.

    Basic Requirements:

    1. Candidates must follow applicable regulatory requirements to practice in a State or territory of the United States or the District of Columbia as a Licensed Masters Social Worker (LMSW), unless otherwise exempt under the law. When applicable, licensure must be maintained current, and any required education, training, continued learning to maintain licensure must be completed within the required timeline for completion by the licensing authority. A temporary license will not be accepted.

    2. Candidates must not have had any professional licensure or certification withheld, suspended, revoked, or denied, and the candidate must not have surrendered or allowed a professional license or certification to have expired or lapsed because of an investigation or disciplinary action.

    3. Candidate must not have been convicted of, pled guilty to, pled nolo contendere to, or received probation before judgment for any crime other than a minor traffic violation, the record of which has not been expunged.

    4. Have and maintain a valid drivers license and in some cases, the use of their privately owned vehicle to complete various work activities.

    5. Bilingual in English and Spanish, preferred.

    Education/Training:

    1. Candidate must have successfully completed a Master of Social Work (MSW) from a program accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited.

    2. Complete any additional coursework required by the applicable state licensing board to always maintain current status.

    3. Specialized training includes course work in ethics, family dynamics, child development, poverty, and disadvantaged populations, at minimum.

    Experience:

    1. Qualifying experience for this position must include a combination of the following: expertise with children and families in the areas of child protective services, domestic violence, foster care, child welfare, and expertise in the areas of domestic violence, alcohol abuse, suicide prevention, trauma informed care, psychological first aid, and motivational interviewing.

    2. Helpful skills in this position include, but are not limited to:

    a. Ability to provide time-sensitive problem analysis with an accurate, sound, and immediate decision.

    b. Ability to operate under stress, apply critical thinking skills, make decisions, and translate these skills to traumatic conditions is critical to mission success.

    c. Requires the proper balance between technical skills and the ability to apply the appropriate treatment or procedure at the right moment to provide effective patient care.

    d. Possess expert knowledge in their areas of concentration, patient management, and general support and coordination principles.

    e. Understands the importance of unaccompanied children (UAC) being placed in the safest and healthiest environment available.

    f. Ability to identify and protect children who are abandoned, neglected, abused, or have special medical needs.

    g. Focus on ensuring the welfare and well-being of children and families in custody.

    h. Familiar knowledge and understanding of state and federal child welfare laws within work with UACs and family units.

    i. Ability to effectively work in stressful and fast paced work environments with

    high caseloads and limited oversight.

    j. Possess working knowledge on child and adult development, impact of trauma, parenting and family dynamics on proper development, and community systems and have a proven ability to apply this knowledge to appropriately intervene in family, organizational, and social systems.

    k. Is up to date on current practice models and new laws and regulations that can

    affect child welfare practice.

    l. Understands the importance of confidentiality of all information obtained in the course of professional services, except for compelling professional reasons.

    1. Minimum three years of experience as a LMSW in child welfare and other related services.

    Duties and Responsibilities:

    1. Properly evaluate unaccompanied, accompanied, and separated children for human and sex trafficking and other humanitarian concerns.

    2. Interview children using appropriate interviewing techniques such as motivational interviewing.

    3. Identify and assess for any form of abuse and or neglect, of unaccompanied, accompanied, and separated children, sustained during the journey.

    4. Support Medical Quality Management process related to BH for staff and patients.

    5. Provide educational trainings to both staff and patients on relevant topics to include trauma informed care, psychological first aid, and other topics.

    6. Protect children from situations of abuse, neglect, and other forms of maltreatment while in CBP custody.

    7. Focus on ensuring the social, physical, psychological, and emotional well-being of unaccompanied, accompanied, and separated children.

    8. Investigate allegations of abuse or neglect, providing assessments to determine whether a parent or guardian is fit to provide care while in CBP custody.

    9. Document all work in a clear and concise manner in either the patients electronic medical record, standard paper documentation, or other needed reports, as prescribed by CBP.

    10. Respond to cases of reported child abuse and neglect; making recommendations to remove endangered unaccompanied, accompanied, or separated child, when applicable.

    11. Assist parents within family units to meet the needs of accompanied children by recommending resources as they are transferred over to other agencies.

    12. Conduct roving observations of UACs awaiting transfer to HHS/ORR for potential BH/wellness concerns and report findings to necessary personnel.

    13. Communicate with CBP contract caregivers regarding UACs with potential BH/wellness concerns.

    14. Provide rapid assessment/psychological triage/psychological first aid as appropriate.

    15. Provide patient referral(s) to CBP contract medical personnel for further assessment.

    16. Coordinate priority transfer and continuity of care to Health and Human Services (HHS)/Office of Refugee Resettlement (ORR).

    17. Provide additional, basic BH support as appropriate.

    18. Performs other duties and responsibilities as assigned.

    Knowledge, Skills, and Abilities

    2. Able to handle high levels of stress and emotionally volatile or difficult situations.

    3. Knowledge of issues confronting the healthcare delivery system, including specific problems and concerns of special population groups.

    4. Knowledge of program policies and guidelines, and operating procedures relating to healthcare delivery

    and child welfare systems.

    1. Knowledge of organizations and responsibilities of all levels of government operations.

    2. Ability to work in a multi-cultural and multi-lingual environment.

    3. Ability to utilize telephonic interpreter/translation services to complete assigned duties if not fluent in a language the patient understands.

    4. Ability to adapt to sudden changes in schedules and flexibility in work requirements.

    5. Ability to communicate proficiently in English (verbal and written) to develop positive rapport co-workers, and other internal and external stakeholders.

    6. Ability to establish and maintain positive working relationships in a multidisciplinary environment.

    7. Ability to navigate in an electronic work environment including electronic health records, web based training and communications.

    8. Moderate proficiency in, common Microsoft Office programs, specifically Microsoft Word, Excel, Outlook, PowerPoint, SharePoint, and TEAMS.

    9. Knowledge of regulations (HIPAA/Privacy Act) regarding the confidentiality of patient medical records and information as well as Personally Identifiable Information (PII).

    10. Initiates and maintains compliance with DHS and CBP policies and any overriding accreditation standards that may apply.

    11. Maintains compliance with standard operating procedures and protocols.

    12. Performs record keeping functions in accordance with program policies and the system of records management.

    13. Maintains non-involvement in the security aspect of patient care and custody.

    14. Completes all annual training as directed.

    15. May be required to serve at or provide services at alternate medical units and stations within assigned sector/region on an as needed basis.

    16. May be required to be available telephonically and/or to report to the medical unit during non-core hours.

    17. Initiates and maintains compliance with DHS and CBP policies and any overriding accreditation standards that may apply.

    18. Works within licensure/certification, Scope of Practice, or applicable Collaborative Agreement

    19. Performs record keeping functions in accordance with program policies and the system of records management

    20. Assures a safe and clean working environment, and assists in the disposal of biologically hazardous waste on a regular basis

    21. May be required to travel.

    Supervisory Controls:

  • Works under the administrative direction of the National Deputy Medical Director, or in the absence of, the National Medical Director.

  • Works under the supervision of the Supervisory Behavioral Health Advisor (LCSW), or in the absence of, the National Deputy Medical Director.

  • In this position, the employee will serve as a contractor to the federal government and does not have any federal authority or rights.

    Physical Demands:

    1. Able to walk, stand, bend, or sit for extended periods.

    2. Able to reach to retrieve documents or supplies.

    3. Able to carry materials and/or file boxes up to 30 pounds on an infrequent basis or assist patients into/out of a wheelchair.

    4. Must be capable of standing on hard surfaces (cement floors) for long periods of time. 5. Must perform the duties in a stressful and often austere environment without physical limitation.
