Description

Are you a highly motivated Teller, Cashier, or in a customer service setting with heavy currency handling experience, looking to take your career to the next level? If so, then we have a great opportunity for you! The County of San Mateo is currently seeking qualified applicants for the position of Cash Management Specialist.

There is currently one vacancy in the Office of the Treasurer-Tax Collector located in Redwood City, CA. Incumbents entering this role should be aware, remote work is not applicable to this classification. Several job duties and responsibilities involve regular interaction with internal & external clients onsite. This position will also cover satellite offices located in South San Francisco, CA and Half Moon Bay, CA (and other locations as they open in the greater San Mateo County region) as needed during property tax season from November through December 10th and March through April 10th.

The Cash Management Specialist, under general supervision, receives and processes large sums of cash, checks and negotiable items for monies due to the County. Associated duties include maintaining financial records, reconciling County accounts, balancing cash drawers, and preparing checks for remittance processing.

Additionally, the Cash Management Specialist reviews and reconciles reports, journals, budget items, payroll related transactions or related fiscal and statistical data, and audits and verifies various financial information, including source data as well as manual and computer-generated reports. Duties of the position also include providing difficult, technical, complex or specialized fiscal, financial, statistical and accounting office support.

One major desirable qualification for this position is successful experience handling large sums of cash.

The ideal candidate for the Cash Management Specialist position will:

  • Possess bank teller and/or similar experience handling cash.

  • Demonstrate accuracy and ability to reconcile financial data.

  • Demonstrate outstanding oral and written communication skills.

  • Provide high quality service to a diverse customer population.

  • Have the ability to operate most standard office equipment and check processing equipment.

Additional desirable characteristics of the ideal candidate include:

  • Prior knowledge of, and the skill and ability to use OFAS, the County-wide accounting system, or a similar electronic accounting system.

  • Fluency in Spanish. This language skill is highly desirable but is not required for the position.

NOTE: The eligible list generated from this recruitment may be used to fill future extra-help, term, unclassified, and regular classified vacancies.

Examples Of Duties

Duties may include, but are not limited to, the following:

  • Accept deposits made by other County departments at cashiering window; count monies and verify amounts against deposit permits; issue receipts and credit deposits to County departments.

  • Accept cash, checks or other negotiable instruments for the payment of taxes, license fees, permits and other sources of revenue for the County; issue receipts for payment.

  • Explain procedures for small business licenses, determine and collect appropriate fees and issue licenses and permits.

  • Record and process all incoming and outgoing monies from numerous bank accounts.

  • Verify and authorize ACH debits for all County departments.

  • Prepare deposits and journal entries to record the transactions in the County's accounting system.

  • Maintain accurate records of treasury and tax transactions.

  • Manage cash drawers for property tax and treasury deposits.

  • Balance cash drawers, security statements and other revenues on a daily basis by tracking prior balances, revenues received, and monies disbursed. Reconcile warrants and checks issued by the County with bank statements to check for proper dollar amount and correct numerical sequence.

  • Prepare checks for remittance processing, calculate batch totals and maintain relevant financial logs and records.

  • As a backup support to prepare deposits of State apportionment funds, lockbox warrants for various County departments per current State and Local Government funding regulations.

  • Operate office equipment and use relevant computer systems and software in completing transactions.

  • Maintain various financial records and provide various fiscal office support related to collections.

  • Consolidates daily bank statements of all County departments.

  • Process tax payments, look up property tax information in the system, and print tax bills as needed.

  • Process daily mail and answer phone calls to provide information to customers.

  • Research transaction inquires for other County departments.

  • Submit foreign checks for collection and counterfeit bills to U.S. Secret Service.

  • Perform related duties as assigned.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is two years of experience as a bank teller within the last five years.

Knowledge of:

  • Methods, practices and terminology used in the proper management of cash, collections and other negotiable instruments.

  • Banking methods and terminologies.

  • Revenue collection payment plans and debtor requirements.

  • Basic financial record keeping practices, including balancing and reconciling reports.

  • Business arithmetic including percentages and decimals.

  • Office practices and procedures, including filing and the operation of standard office equipment and computer systems.

  • Basic business data processing principles.

  • Customer service principles, including the handling of irate and distressed people.

Skill/Ability to:

  • Handle large amounts of cash, checks and other negotiable instruments accurately.

  • Use a cash register and/or keyboard with moderate speed and a high level of accuracy.

  • Read and interpret court information sheet in order to best instruct debtors/clients on what court has ordered them to pay.

  • Handle revenue collections from more than one source.

  • Balance and reconcile monies and prepare financial records.

  • Make accurate arithmetic calculations.

  • Coordinate several activities and meet critical deadlines.

  • Organize and maintain accurate files and records.

  • Establish and maintain effective working relationships with those contacted in the course of the work.

  • Maintain attention to detail despite frequent interruptions.

  • Communicate effectively and deal tactfully and courteously with the public and remain calm under stressful situations.

Application/Examination

Open & Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score.

Responses to the supplemental questions must be submitted in addition to our regular employment application form. A resume will not be accepted as a substitute for the required employment application and supplemental questionnaire.

The examination process will consist of a Three-Part Screening (weight pass/fail) and a Panel Interview (weight 100%).

  1. The first part of the screening process will consist of an Initial Review of Application Materials. At this step, applicants submitting incomplete applications and/or responses to the supplemental questions, lacking relevant qualifications, and/or not following instructions will be disqualified. Application submissions that do not follow instructions will be rejected. Applicants who pass the initial review will be invited to take a written exam.

2.The second part of the screening process will consist of a Computer-based Examination that is a standard multiple-choice Civil Service computer-based exam. Applicants will be notified via email, which will include the link to take the Computer-based Exam. Please make sure to read your notices carefully. Applicant requests for alternate test dates will not be granted. It is the applicants' responsibility to notify the Human Resources Department at 650-363-4303 if their appointment notices for Computer-based examination is not received by Wednesday, January 22, 2025. Those applicants who achieve a passing score on the Written Examination will advance to the third part of the screening.

  1. The third part of the screening process will consist of an Application Screening that includes a detailed review and rating of the application materials, including responses to the supplemental questions. Those applicants who pass the application screening will be invited to the Panel Interview.

Depending on the number of applicants an application appraisal of education and experience may be used in place of other examinations, or a screening committee may select those applicants whose education and/or experience appear to best meet the needs of the position. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All tests will be held in the County of San Mateo, California. Applicants must participate at their own expense.
