Description

San Mateo County Health is seeking an experienced individual for the position of Behavioral Health and Recovery Services Analyst II - Criminal Justice Program to, under general supervision, provide a variety of analytical and administrative services for assigned alcohol and other drug services unit; monitor and evaluate treatment and prevention program performance and contract deliverables; administer substance use treatment programs and prevention partnerships; research and interpret federal, state and local regulations and requirements for treatment and prevention services; and liaison to contracted providers; ensure compliance with grant and program regulations and procedures.

There is currently one regular vacancy in the Behavioral Health and Recovery Services (BHRS) Division, in the Alcohol and Other Drug (AOD) Unit located in Belmont, CA. This BHRS Analyst will travel throughout the County to meet with providers, attend meetings, and occasionally to represent the County at the State level.

This BHRS Analyst - Criminal Justice Program is embedded in the AOD Unit and works as a part of a multidisciplinary team with stakeholders in the Superior Court, Probation Department, Sheriff’s Office, District Attorney’s Office, Private Defender Program, Correctional Health Services and community providers, to serve individuals impacted by substance use disorders and co-occurring mental health and substance use disorders involved with the criminal justice system..

The BHRS Analyst - Criminal Justice Program duties will include monitoring Substance Use Disorder (SUD) treatment and recovery programs including documentation standards, electronic health record tracking, data reporting; implementing tracking and reporting measures for various funding streams; liaison with key criminal justice program partners including Driving Under the Influence (DUI), Multiple Offender Driving Under the Influence Court (MDUI Court), Deferred Entry of Judgement (DEJ), Drug Court, and other Specialty Court programs. Assignments will also include monitoring Drug Medi-Cal Organized Delivery System (DMC-ODS) Substance Use Disorder (SUD) treatment programs for Drug Medi-Cal certification and documentation requirements, as well as other statutory and regulatory requirements. Monitoring duties will include participating in the development of Request for Proposal (RFP) for substance use treatment services, develop, negotiate, monitor and amend contracts with community based SUD providers, analyze contractor access to care to assure timeliness and equitability, monitor treatment capacity, monitor, evaluate, and ensure AOD contractors compliance with performance goals and fiscal requirements including budget analysis, costs reports, quarterly budget monitoring and utilization reviews, annual site visits, and client chart audits; investigate grievances, assure compliance with Cultural and Linguistic Access Standards (CLAS), utilize Corrective Action Plan (CAP) and monitor compliance of CAPs; and respond to state and federal audits with evidence of local compliance.

The ideal candidate has experience and is well versed in:

  • Working as a part of a multidisciplinary team, collaborating with various Criminal Justice stakeholders and providers

  • Providing support and resources for contracted and community partners, including the ability to articulate BHRS' Strategic Initiatives and interpret the implications for providers.

  • Identifying current trends and anticipate the future needs of providers and the community.

  • Participating in quality improvement efforts for programs and services.

  • Contract negotiation, writing and monitoring; grants and reports; and making presentations and facilitating meetings with elected officials, boards, and other groups.

  • Assisting in the implementation of policies and procedures utilizing exceptional partnering skills, independent judgment and informed decisions, possess ability to work in a team environment.

  • Demonstration of analytical capability and data analysis; and possession of strong verbal and written business communication skills.

  • Microsoft Word and Excel proficiency.

  • Utilizing Avatar Electronic Health Record is preferred.

Additionally, the ideal candidate must be highly organized with the ability to manage various details and projects utilizing time management and prioritization to navigate an often changing environment.

Examples Of Duties

Duties may include, but are not limited to, the following:

  • Audit client charts and treatment plans to evaluate the appropriateness of level of care and medical necessity of SUD treatment services and procedures according to evidence-based criteria and regulatory guidelines.

  • Ensure program compliance with departmental requirements, regulatory policies and guidelines, contract or funding provisions, program goals, current legislation and other related regulatory rules.

  • Monitor and coordinate DUI and Specialty Court referrals for compliance with Title 9 and other related regulations.

  • Develop, negotiate, monitor and amend contracts, as necessary; participate in and inform the RFP process; ensure compliance with contract provisions; coordinate with service providers in the delivery of contract requirements.

  • Provide management with contractor history, evaluation and any past issues that could influence management’s selection on which contracts to fund.

  • Manage and monitor grants; oversee grant-funded projects related to assigned behavioral health and recovery service program.

  • Procure subcontractors for various programs, including conducting cost analysis studies.

  • Monitor and evaluate the performance of subcontractors, including budget analysis and field monitoring, to ensure conformance with performance goals and fiscal requirements; ensure compliance with procedures to maximize claims and appropriate billing; monitor for any unethical conduct or practices and report issues to management and funders accordingly.

  • Prepare expenditures and status reports, analyze mid-year shifts in funding and recommend solutions or course of action as needed; review and process monthly monitoring fees from DUI/DEJ providers; and maintain relevant fiscal records.

  • Analyze root causes of denials and recommend initiatives aimed at decreasing denial rates; analyze programmatic practices and procedures and make recommendations for organizational and procedural improvements to maximize resources and ensure efficiency and effectiveness in submitting claims.

  • Examine providers’ and subcontractors’ supporting documentation to establish proper authorization and conformance with agreements, contracts, and state and federal regulations.

  • Follow up and complete Corrective Action Plans from DMC state site visits for contractors.

  • Maintain documentation and records using an electronic health records system.

  • Serve as intermediary between providers/subcontractors and IT support in matters related to use of systems such as electronic health records; provide training and basic troubleshooting as needed; triage system issues to appropriate IT contacts as needed; and coach contractors on how to navigate system changes and upgrades and basic issues.

  • Develop and implement marketing and funding strategies and policies and procedures for assigned programs.

  • Represent assigned programs and SMC Health at various meetings and conferences and serve as the liaison with the state and other organizations.

  • Collaborate with management and program staff to write policies and procedures for assigned programs; assist providers and subcontractors in navigating new and changes to existing policies.

  • Evaluate program effectiveness in meeting client and community behavioral health needs.

  • Coordinate and work with treatment and prevention providers in developing program plans and goals that are consistent with the needs of the community served; implement and roll out programs consistent with policy changes.

  • Attend provider-hosted meetings to ensure they are implementing a quality improvement process.

  • Market and promote program services.

  • Conduct community/client needs assessment and develop sustainable goals and objective and identify funding sources.

  • Provide guidance and consultation to management on strategic planning and decision-making processes involving assigned program(s).

  • Perform other related duties as assigned.

Qualifications

Knowledge of:

  • Principles and practices of the specific program area to which assigned, including any specialized technical knowledge.

  • Principles and practices of program planning, implementation, coordination and evaluation.

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

  • Behavioral Health and Recovery Services Analyst II: Bachelor's degree in public or business administration or a related field, and two years of professional level analytical, administrative or programmatic experience in a behavioral health services field.
