GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is seeking a Driver License Internal Operations Manager located in Cheyenne, Wyoming. This position will direct and monitor the activities and duties of all internal sections associated with Driver Services. The Internal Operations Manager will ensure the internal operations sections provide an efficient driver's license and identification system to promote and enhance public safety on all roadways while complying with state statutes, rules and regulations, and department policies and procedures.

Responsible for personnel management.
Directs and monitors activities and duties of supervisors and their subordinates for the Driver Compliance, CDL/SPEXS Help Desk, Renewals/Immigration, and Records sections.
Reads and reviews proposed legislation rules and regulations, and writes reports outlining potential fiscal and legal implications of proposed law changes on current and future operations.
Writes reports with comments, suggestions, and implications of proposed changes. Prepares proposals for review and implementation when new laws or rules are passed. This includes training employees, citizens, and other interested parties affected by the changes.
Reviews and audits Driver Services’ reports and records for compliance and consistency.
Investigate and resolve issues as they arrive according to statute, rule, regulation, or department policy.
Compiles writes, and reports on special projects assigned that have an impact on Program and Department policies and responsibilities.
Represents the program at national, regional, and department conferences, seminars, and workshops.
Provides technical information, expertise, and assistance regarding Driver Services operations to the public, law enforcement, state agencies, federal agencies, courts, attorneys, private vendors, etc.
Supports the Driver Services Training Analyst in the development of all training for the Driver Services internal programs, legislative, and professional clients to assure compliance with Federal, State, and Department regulations and policies.
Audits and observes internal operations sections to ensure entries are being made correctly.
Manages all components of the Driver Services Internal Management System.
Qualifications
KNOWLEDGE:
Knowledge of Federal and State statutes and regulations, as well as Department and Program rules, regulations, and policies and the ability to read, understand, and interpret state statutes, federal regulations, and other legal documents.
Knowledge of State of Wyoming Personnel Rules.
Ability to administer and develop program policies and procedures to adhere to federal and state requirements, laws, rules, and regulations.
Knowledge of the Driver License Information System and other supporting data programs. Ability to operate a variety of computer systems.
Knowledge of Driver Record Enforcement and Driver Service Operator’s Manual.
Knowledge of medical requirements at both state and federal levels for non-commercial and commercial driver’s licenses.
Knowledge of medical, physical, visual, mental, and alcohol conditions as they pertain to driving.
Knowledge, skill, and ability to communicate with various internal and external stakeholders
Knowledge of accounting procedures for balancing daily transactions.
Knowledge of training techniques, curriculum development, and presentation methods.
Strong knowledge of supervisory and motivational techniques in order to obtain the highest results from employees who possess a wide range of abilities and skill sets.
Skill in conflict resolution, mediation, and adversarial situations
Ability to make accurate and reliable decisions under difficult/stressful situations.
Ability to adjust readily to changing priorities. Ability to solve problems, prioritize duties, and complete required tasks effectively.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Business)
Experience:
1-2 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Driver's License Senior Supervisor or Supervisor

4-7 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Driver's License Senior Supervisor or Supervisor

Travel will be required.

Qualifying eligibility and criteria for the hiring bonus
Temporary employees accepting a full-time position.
Current employees accepting a promotional opportunity - recruitment must have been opened to the public.
One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12-month period.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
