Federal Acquisition Service Acquisition Project Management Specialist in United States

Summary As a Acquisition Project Management Specialist, you will serve as technical authority on behalf of Professional Services and Human Capital (PSHC) Program Operations (e.g., program management, account management, outreach and engagement) for both military and civilian agencies and private industry. Location of position: GSA-FAS-PSHC Portfolio. This position will be a virtual/full-time telework position. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Develops partnerships and networks with the federal acquisition community and industry to establish new business opportunities. Coordinates stakeholder requirements throughout the acquisition process. Coordinates customer and/or industry requests relative to acquisition solutions to assist with general inquiries, training, or other facilitated conversations. Evaluates customer and/or industry performance, success, and participation in GSA contracts relative to the larger market to make engagement plans and update resources for customers and/or industry in order to increase success rates or participation. Performs a broad range of highly complex analyses to arrive at options and creative and effective solutions, including conducting customer and/or industry surveys and feasibility studies to act upon improvements to administrative and technical services provided. These solutions are constantly evolving and can be regional, national or worldwide in nature. Conducts meetings with high level officials of industry and customer agencies to explain services, procedures and processes, and functions provided by the organization. The briefings conducted necessitate that the employee expertly navigate the conversation with audiences that can include a mix of technical and non-technical members, many of whom have specific business needs. Develops and presents diverse materials, to answer questions that arise and to effectively persuade officials as to why GSA should be the provider of choice. Serves as a coordination and communication conduit to stakeholders in response to FAS directed special initiatives and projects. Facilitation duties are regular and recurring leading to internal or external integrated project teams, program teams or leadership teams achieving specific objectives as described by a sponsor or existing process. Perceiving which requirements are amenable to facilitation and pinpointing existing programs or formulating courses for use in support of the process. Encouraging respect for ideas voiced during facilitation and extracting varied insights from participants, while still steering conversations toward progress with stated objectives Requirements Conditions of Employment US Citizenship or National (Residents of American Samoa and Swains Island) Meet all eligibility criteria within 30 days of the closing date Meet time-in-grade within 30 days of the closing date, if applicable Register with the Selective Service if you are a male born after 12/31/1959 If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is demonstrating expertise in acquisition, stakeholder engagement, and project management that includes responsibility for managing projects and serving as a technical authority in Federal Acquisition Regulations or equivalent and/or professional services areas. Such experience must include: developing project and/or task order requirements; providing technical acquisition advice; acquisition planning, conducting market research; facilitating workshops and/or meetings, training others; and managing stakeholder relationships.
