We invite you to join our expanding team at JUMBO Consulting Group as a Procurement Manager. In this position, you will be responsible for the procurement of HV Cable Systems for major offshore wind projects and other related services during development, construction and operation phase of an offshore wind farm.

Join our mission in supporting leading developers with supply chain development, category management, planning and implementation of procurement strategies, and the procurement of critical scopes such as HV cable systems, both AC and DC, for offshore wind and interconnector developments.

Role & Responsibility

  • Responsible for the procurement of designated contracts at a contract level

  • The development, implementation and execution of Contract Procurement Strategies, setting well-defined award criteria and development of evaluation models

  • Lead and coordinate commercial, technical, financial and legal expertise

  • Look to provide maximum value to the Project in terms of quality, price and schedule while minimizing risks

  • Lead and perform the complete procurement process including issuing of requests for information, requests for proposals and tenders, evaluating proposals, recommending the award of and finalising contracts

  • Ensure that the procurement process is executed according to applicable governance, policies and procedures, and documented in order to allow transparency and traceability throughout

  • Manage and coordinate the flow of information internally and externally keeping all stakeholders informed on progress;

  • Finalize the commercial and contractual deal as a basis for the contractual finalization through standard general conditions and/or managing exceptions to those together with legal and the main stakeholders

  • Find compromises and solutions to drive negotiations to a close under time pressure

  • Implement the necessary processes and procedures required.

  • Anticipate contractual and commercial risks, opportunities and threats to the project and implement control measures or actions.

  • Actively participate in supply chain relationship management, including: general communications and regular meetings, maintaining and improving supply chain and market knowledge

  • Management of Supply Chain strategy for the specific area of the project

  • Securing sufficient manufacturing capacity in accordance with programmes and budgets.

  • Devising the most economically advantageous multi-contract solutions

  • Ensuring procurement best practice and sound risk allocation principles are maintained

  • Facilitate team meeting, knowledge sharing and lessons learned

  • Provision for management of interfaces across several concurrent supply chain contracts in a highly risky marine environment

  • Taking account of changes in technology or industry practices (such as installation techniques)

  • Undertaking detailed contract reviews, anticipating contractual and commercial risks, opportunities and threats to the project, and implementing mitigation measures

Key Activities

Support the Client in the management and delivery of all procurement and market engagement works relating to the HV Cable packages. This shall include, but is not limited to, the following:

  • Contract Procurement Strategy Development

  • Tender Planning

  • RfP / Invitation to Tender Document Development

  • Development of evaluation models

  • Supply Chain Engagement

  • Selection and Pre-qualification (if applicable) of Tenderers

  • Support the definition of the Scope of Works

  • Lead in the definition of the contracting strategy and the Conditions of Contract

  • To develop adequately balanced risk profiles within the HV Cable package through contract strategy

  • Coordinate all legal and procurement activities for the HV Cable package

  • Assessment of the commercial compliance of the received bids in order to provide the technical recommendation into the Contractor selection process

  • Negotiation of the Employer's Requirement schedule(s), the Programme, Access and Time for Completion schedule and for ensuring the sufficiency of each within the final contract agreement

  • Responsibility for the negotiation of the Contractor's Document's schedule(s) and for ensuring its sufficiency within the final contract agreement

Further to your work on major offshore wind developments, you will also have the opportunity to be involved in:

Business Development:

  • Marketing, e.g. Contributing to editorials, industry news and events.

  • Client development and industry engagement.

  • Support to the overall group through contributing to our specialist knowledge centers and the development of best practices anchored in guidelines, processes, tools and templates.

Training & Development:

  • Contribute or host informal and formal training sessions with the overall group.

  • Contribute to the development of online education courses alongside our partner, the Renewable Construction Academy (RECOA).

Who are we looking for?

Highly motivated individuals with exceptional negotiation and communication skills, who can work collaboratively with multi disciplinary teams across the organization. Candidates will have offshore wind experience, familiarity with management approaches in the offshore environment, and cultural awareness. Additionally:

  • A degree and professional qualification in relevant engineering disciplines or commercially orientated qualification.

  • Experience as Project Manager, Project Engineer, or Procurement Manager, within the renewables sector, for a minimum of 10 years

  • Experience in Procurement Management, within offshore business preferably in the supply and installation of cables and associated offshore operations, for a minimum of 5 years

  • Working knowledge of HV Cable systems, both AC and DC, and associated accessories for both

  • Working knowledge of Export and Inter Array Cables, both dynamic and static types and demonstrable project experience of both

  • Working knowledge of interconnector projects

  • Working knowledge of both subsea and onshore cable installation and demonstrable project experience of both

  • The ability to manage your own performance, with a significant focus on delivery and an ability to balance a varied and challenging workload, while producing high-quality results in demanding timeframes.

  • A good understanding of wind farm construction activities and the contractual implications

  • IT literacy, with the ability to operate MS Office systems and other project management software

  • Construction planning, estimation & risk management.

  • Experience of FIDIC, LOGIC and NEC contracts)

  • Management of interfaces of multidisciplinary teams spread across multiple locations

  • Highly developed communication (written and verbal) and interpersonal skills, particularly related to multicultural relationships, and ability to present effectively to management teams
