1. Background

DAI seeks a Graduation Specialist for an upcoming USAID-funded opportunity in Madagascar entitled Sustainable Food Entrepreneurship. This new activity will focus within the Feed the Future Zone of Influence (ZOI), specifically within the ZOI in Anosy, Androy, and Toliara, and will layer with other donors and USAID projects, particularly Harena, USDA Food for Progress, Harena, Riake, and Rano WASH. The activity will have two components:

  1. Increasing sustainable production of diverse and nutritious foods: addressing the low productivity and vulnerability of local food crops, livestock, and fisheries, increasing food security and strengthening value chains by focusing on a diversified, climate-sensitive approach; and

2. Strengthening resilient market systems: strengthening the private sector and entrepreneurship to create opportunities and build resilience of Madagascar’s food systems, and encouraging, facilitating, and mobilizing private sector investment and financial services to micro, small, and medium enterprises (MSMEs).

2. Position Purpose

The Graduation Specialist will be responsible for implementing Graduation models under the project’s market systems activities for local partners. S/he will work in close coordination with technical and grants staff to rollout Graduation RFP(s) to prospective partners.

3. KEy Duties & Responsibilities

· Support completion and rollout of all Graduation programming with communities, prospective partners, and collaborating donor programs.

· Coordinate with technical and grants teams to develop Statement of Work (SOW), results framework, and review budgets for identified prospective communities and partners.

· Help identify key private sector and other development actors to recommend feasible and profitable investment opportunities for Graduation participants.

· Support development of Graduation work plan and weekly, quarterly, and annual reports.

4. minimum Qualifications

· Advanced degree in agricultural economics, food security, women and youth economic empowerment, business administration, or a related field.

· Strong conceptual understanding of the Graduation model required (as used by the U.S. Bureau for Humanitarian Affairs); and market facilitation approaches preferred.

· At least 2 years of experience implementing Graduation projects in sub-Saharan Africa; experience in Madagascar preferred.

· Demonstrated experience of working with a multitude of market actors, in fast paced and low growth market environments, in developing, adapting, and extending essential products and services to the marginalized/vulnerable groups.

· Experience on USAID funded activities preferred.

· Demonstrated understanding of market systems challenges and opportunities in Madagascar.

· Professional-level oral and written fluency in English and French required; professional-level oral and written fluency in Malagasy also highly preferred.
