Position Overview

The Contracts Administrator is a site based team and will be providing all necessary assistance to the team with respect to all commercial aspects and contractual matters in the project. He / she will participate in the review and approval of interim payments, project variations and other financial matters. The CA will manage the QS team and will assist the Resident Engineer (RE) in the analysis and evaluation of all contractor claims by the contractor and other contractual matters and provide other support as deemed necessary by Parsons.

Job Responsibilities

  • Assist the RE in all matters relating to the commercial and contractual aspects of the project.

  • DMT experience required.

  • The ability to manage the QS team in the RECAP and good reporting skills.

  • Participate, record and assist in the preparation of the minutes of the progress meetings.

  • Provide support to the RE on all financial and contractual matters throughout the course of the work in the project.

  • Participate in all commercial meetings.

  • Liaise with the RE to Review Interim Payment Applications and process Payment Certificates and submit to PMC.

  • Maintain and streamline all cost and quantity records.

  • Advise the SRE and RE’s on measurement procedures and calculation of interim and final quantities.

  • Evaluate the unit rates for new work items and present to the RE for review.

  • Participate in recording the details and monitor the day works recording and process.

  • Identify and record Potential Variations. Review Variation Applications submitted by the Contractor and evaluate cost impacts, liaise with Contractor’s commercial team, negotiate the rates and values.

  • Prepare Engineers Recommendation for Variations including compiling all relevant documentation, Recommendation Report/Narration, Engineers commercial Evaluation, etc.

  • Evaluate contractual claims for review by the RE.

  • Liaise with the PMC/Employer commercial team for providing enhanced clarifications and/or justifications on the recommended Variations.

  • Prepare and update the Change Management Log.

  • Prepare and update the Potential Variation/Variation Log.

  • Prepare and update the Contractual Requirements Log.

  • Prepare and update the Interim Payment Certification Log.

  • Prepare contractual correspondence related to Potential Variations and Claims.

  • Advice on contractual matters.

  • Ensure completeness and validity of all contractual requirements.

  • Monitor the contractor’s resource allocation.

  • Prepare financial statements for the monthly report.

  • Manage the payment process for Contractors.

  • Remeasure and determine the value of work done at Statement at Completion and Final Statement.

  • Monitor contractors final cost estimates.

  • Participate in the preparation of Final Account with all supporting documentation.

  • Prepare ROM Estimates for the(frequently) proposed changes as and when required by the Employer/PMC.

  • Prepare ROM Estimates for the proposed changes as and when required by the project supervision team.

  • Prepare Estimates for PIL head office as and when requires.

  • Review the monthly attendance sheet of the Supervision team and ensure correctness of Supervision Fee Invoice, prior to submit for the Employer approvals.

  • Management of Cost Reporting.

  • Management of any commercial/contractual matters.

Qualification/Experience/Skills:

  • Bachelor’s degree in Quantity Surveying and at least 10 years demonstrable experience in Quantity Surveying and Contract Administration on major infrastructure projects, preferably with UAE experience.

  • Must have a sound knowledge about contractual relationships.

  • Must be fully computer literate and able to utilize computer technology to access data, maintain records, generate reports, etc. and any project specific engineering and construction relevant software.

  • Must be fluent in English both written and spoken with an excellent capability in written technical skills as well as oral and written communication skills.

  • Must be available in UAE.
