Department of Defense Education Activity Program Analyst in Virginia Beach, Virginia
Summary About the Position: This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)). Responsibilities Review assigned programs for potential efficiencies based on joint service initiatives and/or federal partnership opportunities. Develop policies and strategic plans impacting child development and youth programming, staffing, recruitment, and retention efforts. Develop a variety of programs, services, and training responsive to the needs of service members and their families. Communicate complex material both orally and in writing through a variety of materials such as policies, directive type memos, reports, issue papers. Respond to the needs of service members and families, with a focus on child and youth development programs and policy by increasing connections with America's communities, Military OneSource, and other programs. Conduct unprecedented special assignments on complex high-priority issues in which the scope frequently alters as the work progresses. Oversee, draft and review policies related to existing early care and education and youth development programs offered. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes evaluating child and youth development programming, collaborating with stakeholders to address the needs of service members and their families, developing or analyzing policy and procedures regarding child and youth development programming, and developing goals, measures, and/or objectives advancing child and youth development programming for service members and their families. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Interpersonal Skills Oral Communication Planning and Evaluating Strategic Thinking Technical Credibility Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). A writing sample may be required by management within the interview process. Salary includes applicable locality pay or Local Market Supplement.
