Summary About the Position: This announcement may be used to fill similar positions at various offices within the Engineer Research Development Center (ERDC). This position is being filled as a developmental Program Analyst DJ-2 (GS 5-10) or at full performance grade is a DJ-3 (GS 11-12). This position will be located in Vicksburg, MS. DJ-2 (GS 5-10): $39,576.00 - $85,844.00 DJ-3 (GS 11-12): $72,553.00 - $113,047.00 Responsibilities If selected at the DJ-02 (GS 5-10) level, duties will be performed in a developmental capacity. Serves as a Program Analyst for reimbursable programs and projects. Works directly with Technical Directors, Project/Program Managers and Project Delivery Team members throughout USACE. Analyzes program objectives to evaluate effectiveness in achieving program goals and project execution. Provides guidance on what constitutes an adequate Project Management Plan, Work Breakdown Structure, and budgeting options. Performs duties as the budgetary authority, responsible for preparing and justifying the program’s budgets. Utilizes various computer software to prepare statistical charts and graphs. To Qualify at the DJ-2 Level: General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the DJ-1 (GS-04) grade level, which includes analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; Planning and organizing work; and communicating effectively orally and in writing. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service DJ-1 (GS-04). OR Education: Four-year course of study leading to a bachelor's degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. To Qualify at the DJ-3 Level: Specialized Experience: One year of specialized experience which includes experience (1) Utilizing financial management systems to provide effective problem solving and research; (2) Presenting information to stakeholders (3) Developing recommendations for improvement in program operations/objectives. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service DJ-2 (GS-09). OR Education: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., in a field which the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Accounting, or Financial Management OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Budget Administration Financial Management Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent DJ-1 (GS-4) or DJ-2 (GS-9). In accordance with the Federal Register Vol. 63, No. 57, dated March 25,1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion.
