Job SummaryThis Capital Contracting Officer (Manager IV Procurement) manages the overall operations of Capital Project procurement services for the Kentucky Community and Technical College System and its colleges and subdivisions; ensures compliance with KCTCS business procedures, Model Procurement Code (KRS 45A), and other Kentucky Revised Statutes applicable to Capital Project procurement (including Professional Services of Architect and Engineers); performs complex capital project related procurement; assists in the development, implementation and execution of various Statutes, Regulations, Policies, and Procedures related to Capital Projects and construction. This position is also charged with drafting and processing solicitations; selection committee proceedings; Public bid openings; preparing and assisting contract holders to defend contract necessity with the Kentucky Legislative Research Commission (LRC); evaluating proposals and bids; serving as a liaison to the system office leadership and system-wide initiatives with the Capital Project procurement process; leading and training KCTCS personnel on Capital Project procurement; identifying and assessing process improvements; other duties as assigned. This position supervises two professional staff positions; monitors all purchasing functions and completes performance evaluations of staff members.This is a defined-term contract position renewable each fiscal year and located in Versailles, KY.KCTCS offers a hybrid work schedule with a requirement to be onsite a minimum of 3 days per work week. Hybrid work schedules are subject to periodic review and may be modified or terminated at any time.Job Duties:Manages Capital Project Procurement with supervision, training, and guidance to two professional staff positions, conducting performance evaluations and researching professional development opportunities.Participates in recruitment activities of KCTCS Office of Facilities and Support Services and fosters working relationships with prospective consultants, vendors and contractors.Helps administer training of Capital Project procurement processes and policies with internal and external customers.Responsible for Capital Project procurement reporting and analysis as needed.Coordinates and recruits college, system office, and procurement team participants in all solicitation efforts including the evaluation and/or selection committees as necessary.Leads procurement teams with development, evaluation, and award of KCTCS Master Agreements, Personal Service Contracts, Construction Contracts, and other Facilities related agreements.Conducts Public Bid Processes and Openings for Capital Project procurement of construction and construction related services.Oversees the management of all Capital Project related contracts throughout the contract life including review and approval of contract modifications, reviewing supplier performance reports and other performance data leading to contract renewal negotiations.Negotiates and monitors corrective action plans (CAP) for KCTCS Master Agreements, Personal Service Contracts, Construction Contracts, and other Facilities related agreements as well as other large key contract suppliers.Assists the Assistant Vice President in serving as the liaison between KCTCS and Kentucky Legislative Research Commission (LRC).Assists in review and revisions of Capital Project procurement policies and procedures as needed.Performs other duties as assigned.Minimum Qualifications:Bachelor's Degree in Architecture, Engineering, Business or Public Administration and six (6) years of relevant experience or equivalent. Preferred Qualifications:Certification or Professional License and ten (10) years of relevant experience or equivalent.Additional Skills Requested:The position strongly encourages the employment to pursue obtaining a CPPB (certified professional public buyer) or a CPPO (certified public purchasing officer) certification. Obtaining CPPB designation demonstrates a standard of competency in the public procurement profession. The Certified Professional Public Officer (CPPO) designation indicates to the public that, having mastered a body of knowledge, one can make sound decisions that reflect maximum value for the taxpayer's dollar.
