Description

Under direction Primary Care Clinic Registered Nurse I or general direction, Primary Care Clinical Registered Nurse II , provides advanced skilled nursing care, patient and staff education in an ambulatory care setting, committee participation, quality assurance monitoring, and statistical data information.

Distinguishing Characteristics:

The Primary Care Clinical Registered Nurse series is distinguished from other nursing classifications in that it is assigned to ambulatory care programs affiliated with the Ventura County Health Care Agency and requires that incumbents demonstrate advanced competency skills and knowledge specific to specialty areas (i.e., family care, women's services, pediatrics, infusion/oncology, surgery/orthopedics, etc.). Incumbents are expected to work at the full scope of their licensure providing clinical care with a decreasing amount of supervision commensurate with their experience. The levels are distinguished by experience and leadership assignments.

What we offer

  • Educational Incentive for completion of: 2.5% for an Associate's degree, 3.5% for a Bachelor's degree, or 5% for a Master's degree.

  • Certification Pay: $0.813 per hour based on scheduled work week hours for each qualified certification up to a maximum of five (5) certifications. One of the five certifications may be paid at $2.00 per hour for a National Certification. List provided in the MOA, Sec. 805 (link below)

  • Evening Shift Differential - 7.5%

  • Night Shift Differential – 15%

  • Continuous County Service Incentive Pay: 1% for 7 years, 1.25% for 12 years and 1.5% for 17 years

  • Preceptor Pay – $1.00 per hour

  • Float Nurse Premium Pay - $3.50 per hour

  • Standby Premium Pay – ¼ of regular hourly wage or Federal minimum wage (whichever is greater)

  • Flexible Credit Allowance: Biweekly contribution towards medical, dental, and/or vision insurance from authorized plans.

  • Pension Plan: Participation in the County's defined benefit plan.

NOTE: Given the nature of the work at the Ambulatory Care clinics and the demographics within Ventura County, some Nursing positions may require bilingual (English/Spanish) skills, depending on location of the vacancy. Primary Care Clinic Registered Nurse II - $49.31 - $58.96 per hour

AGENCY/DEPARTMENT: Health Care Agency – Ambulatory Care

Primary Care Clinic Registered Nurse I/II are represented by the California Nurses' Association (CNA) and are eligible for overtime compensation.

NOTE: Salary placement will be determined according to the current CNA memorandum of agreement.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Per Diem Pool, Intermittent, and Extra-Help vacancies within the Health Care Agency. There is currently one (1) vacant position with other vacancies anticipated throughout the County.

Examples Of Duties

Duties may include but are not limited to the following:

  • Actively participates in patient care team duties and activities, including pre-visit planning, identifying gaps in care, health maintenance needs, and team huddles;

  • Monitors clinical areas to minimize patient wait time and to address any potential acute situation;

  • Works with high volume of patients, internal/external customers, and appropriately manage frequent changes, delay or unexpected events;

  • Coordinates and facilitates delivery of care to patient and family in primary care or specialty area;

  • Assesses and identifies nursing care needs of patients and plans, implements, and evaluates interventions appropriate to these needs;

  • Uses a minimum of two patient identifiers throughout the patient care process;

  • Assists with collection and processing of specimens;

  • Prepares patient and exam room for procedures. Assists provider in procedures.

  • Collects and prepares specimens;

  • May support providers in medication management duties, including providing refills by protocol;

  • Provides training and clinical guidance to clinical support staff in assigned area;

  • Provides triage of patients with proper disposition and appropriate level of care using agency triage protocols;

  • Ensures appropriate documentation in the electronic medical record;

  • Coordinates patient care by following up on orders, including referrals to ancillary and specialty services;

  • Maintains clean and safe patient areas. Demonstrates adherence to and observes all safety policies and procedures, inclusive of infection control rules and regulations;

  • Answers telephones and takes messages, reviews portal messages and routes as appropriate, and completes assigned tasks to ensure patient needs are addressed;

  • Demonstrates the knowledge and skills necessary to provide care appropriate to the age of the patents served (infants, pediatrics, adolescents, adults, and geriatrics);

  • May provide case management to patients with high risk/chronic conditions to support treatment plan and patient self- management goals;

  • Participates in assigned training and meetings;

  • Demonstrates knowledge of domestic violence, child and dependent abuse protocols and mandated reporting;

  • Demonstrates cultural sensitivity and competence with patients;

  • Maintains and adheres to HIPAA;

  • Reports patient safety incidents to supervisor and via the patient safety reporting software;

  • Participates trainings and meetings as assigned;

  • Maintains current knowledge in specialty areas and ability to apply same in patient care; and

  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE

Primary Care Clinic Registered Nurse I requires no experience is required.

Primary Care Clinic Registered Nurse II requires six (6) months of full-time professional registered nursing experience.

Special Requirements:

  • Must possess and maintain a current, valid license as a Registered Nurse issued by the State of California

  • Must have a current, valid Basic Life Support (BLS/CPR) certification by first day of employment

  • Successful completion of the Health Care Agency Pharmacology examination within three (3) months of employment is mandatory for assignments within the Health Care Agency.

  • All positions may require some weekend and evening shift flexibility

    Knowledge, Skills, and Abilities:

Working to comprehensive (depending on level) knowledge of: the principles, practices, and techniques used in nursing care at specialty clinics.

Working knowledge of: patient and staff educational methods, quality assurance processes, nursing committee activities, and clinic administrative functions.

Working to comprehensive (depending on level) ability to: provide direction and serve as a resource to others; complete required continuing education programs; comply with and maintain accreditation standards and federal, state, and local regulatory requirements; work proficiently in emergency and/or stressful situations; maintain confidentiality of patient/client information; effectively maintain a positive working relationship with the medical staff, public, patients, and hospital administration; and communicate effectively, both orally and in writing.
