Rincon Consultants Biological Regulatory Specialist / Project Manager in Ventura, California
Rincon Consultants, Inc. is seeking a Biological Regulatory Specialist/Project Manager who will be responsible for delegating and overseeing workflow and successful project execution, working directly with their peers and junior staff. Project types may include but are not limited to those in the Utilities, Energy, Water, and Transportation sectors. While this role may offer flexible work arrangements that can include a mix of in-office and remote work, our changing business needs will ultimately determine our level of remote-work flexibility. Additionally, to promote in-person collaboration and client teaming, we prioritize hiring those who reside within 50 miles of a Rincon office which currently includes: Carlsbad, Fresno, Los Angeles, Monterey, Oakland, Palm Springs, Riverside, Sacramento, San Luis Obispo, San Diego, San Jose, Santa Barbara, and Ventura, with a preference for Central Coast.
Overview of Key Duties and Responsibilities:
Technical Work
Identifying optimal permitting pathways for complex projects, and develop required technical studies and application materials
Conducting or managing the completion of stream/wetland delineations and other fieldwork necessary to complete biological documentation for projects
Travel (with overnight stays) when needed
Preparing high quality technical studies and environmental documents, including Biological Resource Assessments, biological CEQA/NEPA analyses, Jurisdictional Delineations, and permit application packages
Project Management
Overseeing biological permitting projects (e.g., Clean Water Act, Endangered Species Act, Coastal Act, others)
Managing and completing moderate sized projects and major tasks of larger projects in a largely unsupervised manner
Coordinating and tracking of assignments, scopes, schedules budgets and deliverables
Serving as Rincon’s primary Project point of contact for the client and regulatory agencies
Technical direction to staff and subcontractors
Implementation of QA / QC processes
Business Development
Client outreach
Proposal writing and development of cost and schedule estimates
Presentations
This Job Might Be For You If You Have The Following:
BS or MS in Biology or equivalent from an accredited university or college; or PhD in Biology or equivalent and 3+ years of relevant experience
A minimum of 4 years of progressive and successful environmental consulting experience in the above three areas (Technical Work, Project Management, and Business Development)
Demonstrate their past/current successes of supervising employees, being solution-oriented, and fostering positive relationship with staff, clients, agencies and subconsultants
Demonstrated experience with:
Biological resource assessments (CEQA/NEPA)
Botanical surveys
Wildlife species surveys
Wetland delineations & jurisdictional determinations
CRAM assessments
Regulatory permitting
Regulatory compliance oversight and monitoring
Restoration planning, habitat management, mitigation monitoring
Utility / energy / transportation / water projects

The base salary range for this full-time position is $82,000-$124,000, plus a generous benefits program. At Rincon, our salary ranges are based on market median of similar jobs, according to third party salary benchmark surveys. The base pay that is actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience.
