Description

The Ventura County Health Care Agency seeking an Assistant Clinic Administrator to be responsible for ensuring the delivery of high quality patient care and experience by providing leadership, direction, and coordination of day to day clinic operations for one large site or multiple clinic locations within Ambulatory Care. This position will assist in overseeing personnel and staffing, managing schedules, procuring supplies and services, performance improvement activities, and adherence to regulatory compliance, State and Federal regulations and laws, including Title 22. Collaborating closely with the Clinic Administrator and Medical Director, this position will help ensure the seamless operation of one or more clinics, contributing to the mission of delivering outstanding healthcare.

PAYROLL TITLE: Program Administrator II

AGENCY/DEPARTMENT: Health Care Agency - Ambulatory Care

EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

Program Administrator II is a Management position and is exempt from overtime. This classification is eligible for benefits at the MB3 level.

The eligible list established from this recruitment will be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this and similar positions only. There is currently one (1) Regular vacancy

Examples Of Duties

Duties may include, but are not limited to the following:

  • Provides leadership, direction, and coordination of daily clinic operations;

  • Develops and maintains working knowledge of regulations and standards of related to clinic operations, including but not limited to billing regulations;

  • Monitors clinic performance goals and schedules management activities to meet quality outcomes and patient experience;

  • Assists with the management of provider templates and the coordination of support staff to ensure proper coverage;

  • Assists in activities related to regulatory audits;

  • Works with physicians, registration staff, and billing to ensure accurate charge capture and eligibility procedures are followed;

  • Confers with other managers on policy matters and work problems; interprets policies and procedures and explains their application within the context of the assigned program field;

  • Represents the County in contacts with other governmental or community agencies and/or the public; confers and cooperates with others on policies and procedures as well as organizational, personnel, budget and operational issues;

  • Prepares required reports; compiles and analyzes narrative financial information and statistical data to improve operations, identify program needs;

  • May supervise and assist in the planning and operation of in-service training programs; and

  • Selects and supervises multidisciplinary staff, including setting staff performance standards including standards in clinical areas within the scope of licensure and professional expertise; evaluating employee performance and taking disciplinary actions as needed; and

  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

Any combination of education and experience equivalent to:

  • Possession of a Bachelor's degree or its equivalent in health or business administration, or a related field, OR

  • Four (4) years of progressive health care related experience, including, but not limited to, state and federal regulations, process improvement, and clinical/patient care delivery models in an Ambulatory Care setting with one (1) year of supervisory experience.

Note: Verification of the required college degree or college coursework is required if used to qualify. Degree(s) from a foreign institution require an academic credential evaluation to determine the U.S. equivalency.

NECESSARY SPECIAL REQUIREMENT

  • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire

  • Some experience using electronic health record systems

DESIRED

  • Bachelor's degree in healthcare, business administration or related field.

  • Some experience supporting clinic operations.

  • Some experience with Cerner

  • Considerable supervision experience in a health care setting

KNOWLEDGE, SKILLS and ABILITIES:

Working knowledge of: principles of healthcare delivery, techniques of program management, budgetary preparation and analysis, organization and staffing, practice management and electronic health record systems preferably Cerner, third party payers including Medicare and Medi-Cal, federal and state regulations relating to healthcare delivery.

Ability to: analyze administrative and fiscal problems, prepare a variety of reports and recommendations, communicate effectively both orally and in writing, and plan, organize, and supervise the work of others.

TRAINING and EXPERIENCE EVALUATION 100%: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to supplemental questions. The T&E is a method for determining the better qualified applicants among those shown to meet the stated requirements. Using a T&E, applicants may be scored or ranked according to criteria that most closely meet the business needs of the department. When the pool of candidates is exceptionally strong and large, candidates are typically scored or ranked in relation to one another; consequently, some qualified candidates may receive a score or rank which is moderate or lower resulting in them not being advanced in the process.

ORAL EXAMINATION - 100%

A job-related oral examination may be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: The selection process may consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. If the T&E replaces the oral exam candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
