Description
Under the general direction of the Director, Quality & Population Health for Ambulatory Care, oversees clinic-based quality teams and functions, improvement activities, and technological solutions and workflows in support of the quality programs. The ideal candidate will have experience leading quality improvement projects in a health care environment; experience with Electronic Health Record (EHR) systems and clinical workflows (Cerner strongly preferred); strong technical and analytical expertise as it pertains to quality programs and reporting, including Healthcare Effectiveness Data Information Set (HEDIS) and/or Quality Incentive Pool (QIP).
PAYROLL TITLE: Program Administrator II/III
APPROXIMATE SALARIES:
Program Administrator II: $2,998.88 - $4,198.85 Biweekly
Program Administrator III: $3,139.62 - $4,395.89 Biweekly
EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate, Bachelor, or postgraduate degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational necessity and certification of skill.

Program Administrator II/III are Management - Confidential classifications and are not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB4 level.
The eligible list established from this recruitment may be used to fill present and future regular, temporary, fixed-term, intermittent, and extra-help vacancies for this position only. There is currently one (1) Regular vacancy within the Ambulatory Care Quality Department.
NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Examples Of Duties
Duties may include but are not limited to the following:
Supervises, reviews, prioritizes, assigns work, and provides constructive feedback and coaching to the clinic-based quality teams;
Monitors quality metric performance and recommends, facilitates, and oversees the implementation of quality improvement initiatives throughout the clinic system including process changes, staff training, outreach campaigns, EHR enhancements, and metric report corrections;
Plans, organizes, coordinates, and leads the designing, testing, implementing, and performance monitoring of standardized workflows, EHR changes, and the development and deployment of technological solutions;
Manages, leads, and participates in project teams for technical implementations;
Collaborates with other teams, such as Clinical Operations, Informatics, clinic staff, physicians, Gold Coast Health Plan, etc., on projects in support of clinic-based quality goals;
Encourages quality improvement, performance improvement, and patient safety throughout the organization by developing quick reference guides, training materials, and maintaining the Quality Intranet and SharePoint sites;
Promotes quality/performance improvement activities throughout the organization by developing and presenting educational content at the AC Quality Alliance (ACQA), clinic provider & staff meetings, and other quality meetings;
Performs other related duties as assigned.
Typical Qualifications
EDUCATION, TRAINING, and EXPERIENCE:
Program Administrator II:
- Four (4) years of recent, paid professional-level experience in the health care industry performing quality improvement, project management, clinical operations, or related functions.
Program Administrator III:
Five (5) years of recent, paid professional-level experience in the health care industry performing quality improvement, project management, clinical operations, or related functions AND
One (1) year of recent lead-level or direct supervisory experience in a health care setting OR quality improvement
Substitution: Possession of a Bachelor’s degree or its equivalent in Business Administration, Health Care Administration, Public Administration or a related field may be substituted for two (2) years of the required experience.
NECESSARY SPECIAL REQUIREMENT:
Intermediate skill in Microsoft Excel.
(NOTE: For purposes of this recruitment, we define "intermediate" skill with Excel as the ability to effectively filter, use basic formulas, create graphs, and create/use pivot tables.)
DESIRED:
Lead level or direct supervisory experience.
Experience in the collection and analysis of data and presentation of recommendations pertinent to various clinical measures.
Experience coordinating projects within a health care setting related to quality management, performance improvement, or related administrative areas.
Experience with improvement science methodologies such as LEAN; Plan, Do, Study, Act (PDSA) Tests of Change; and Root Cause Analysis (RCA).
Experience preparing and presenting clear, concise, and comprehensive administrative and technical reports.
Experience using Cerner or another Electronic Health Records systems.
Experience with QIP, HEDIS, UDS, or similar quality reporting programs.
Bilingual (Spanish)
Knowledge, Skills, and Abilities:
Knowledge of:

methods and techniques of performance improvement and principles and practices of quality management;
federal, state and local laws, rules, regulations, policies, processes, and mandated procedures pertinent to performance improvement and quality management.

TRAINING & EXPERIENCE EVALUATION
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
NOTE: If there are three (3) or fewer qualified applicants, an examination may not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
