The Hazmat/HazWaste On-Site Manager will provide on-site management on the Fence to Fence (F2F) contract and ensure hazardous waste (HW) management is conducted in compliance with the Hazardous Materials Transportation Act (HMTA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA); other applicable federal, state and local laws and regulations; and related DoD and AF directives (including AFI 32-7042) and installation hazardous waste management plans.

Responsibilities

  • Acts as the liaison for resolving contract problems related to contractor operations with the specific installation COR.

  • Provides on-site management and conducts Hazardous Waste Operations as specified in the PWS during the hours of operation and potential after-hours support.

  • Management/accomplishment of waste pickup at Initial Accumulation Point (IAP) and transport to 90-day Hazardous Waste Accumulation Point (HWAP)/Hazardous Waste Storage Facility (HWSF).

  • Operation of 90-day Hazardous Waste Accumulation Point (HWAP)/Hazardous Waste Storage Facility (HWSF) and Industrial Recycling Processes.

  • Provide administration/data entry requirements of the HW module in the EESOH-MIS database, tracking all HW containers from time of generation until they reach the ultimate disposal facility off-site.

  • Prepare HW containers for shipment and coordinate with transport/disposal contractors.

  • Submit weekly list of containers awaiting shipment that have exceeded 45 days of storage time.

  • Support Hazardous Materials Management Process (HMMP) and HMMP team activities.

  • Provide day-to-day support to HAZMART and base personnel.

  • Coordinates contract deliverables with the Program Manager as required.

  • Shall act as the central point of contact with the government at assigned installation.

  • Provide management of non-hazardous industrial and special waste, used oil, and off-spec fuel; waste consolidation/lab packing, waste turn-in/preparation for shipment, and pick-up of waste for transfer to central accumulation area.

  • Management of the 90-day Central Accumulation Point/Hazardous Waste Accumulation Site and/or TSDF. Includes waste consolidation, segregation of HW, management of used oil and off-spec fuel, screen used oil, waste turn-in, facility inspections (at least weekly), container inspections (at least weekly), testing of equipment (at least monthly), contingency planning, preparation for shipment, housekeeping; new, used, and unusable container management; and facility maintenance work orders.

  • Coordinate with MPM to manage Installation Accumulation Points.

  • Conduct compliance inspections of installation Initial Accumulation Points.

  • Will ensure hazardous materials management operations are conducted in compliance with the HMTA, CERCLA, RCRA, EPCRA; other applicable federal, state and local laws and regulations; and related DoD and AF directives (including AFI 32-7086) and fully support the Hazardous Materials Management Process (HMMP).

  • Ensure all shops are following HAZMAT regulations and policies.

  • Provide training in support of the IHMP, including but not limited to topics such as EESOH-MIS user training, Shop Familiarization, General HMMP Familiarization, shelf-life extension program, and Hazmat Government Purchase Card (GPC) training.

  • Review and update installation specific HM processes in the eDASH HM installation supplement for each base.

  • Assist users in identifying HAZMAT stock numbers and/or part numbers and finding appropriate SDS; and assist with obtaining local stock numbers.

  • Conduct data collection report development for EPCRA Tier II and TRI reports.

  • Generate and/or coordinate processing of reports required by installation.

  • Develops custom reports to support environmental reporting requirements.

  • Inventory and maintain supplies to support the HW requirements.

  • Conduct various environmental sampling activities IAW the Waste Analysis Plan (WAP) in the Hazardous Waste Management Plan (HWMP).

  • Perform waste characterization, and waste profile generation.

  • Assist Hazmat management when necessary.

  • Assist the installation MPM in ensuring shops, and installation tenants, complete appropriate authorization, tracking, and management of hazardous materials.

  • Provide technical and cross-functional team support in HM. (schedule and run the meeting to include meeting minutes and agenda)

  • Identify appropriate chemical substitutions to support hazmat minimization.

  • Conduct site assistance visits (SAV), each shop needs to be visited annually.

  • Report discrepancies in HM management observed during shop SAVs to installation MPM, so that the installation can document discrepancies in eDASH Finding Tracker Tool and issue findings to shops/HTAs. Conduct follow up with shops receiving findings to advise on deficiency correction or to verify that corrections have been completed.

  • Develop/update standardized checklists to facilitate compliance site assistance visits.

  • Run EESOH-MIS reports, assess shop level performance and work with the MPM to implement improvements to shop practices and EESOH-MIS data.

  • Identify process improvements and deficiencies in HMMP.

  • Review and approve of organization authorizations for new hazardous material requests through EESOH-MIS.

  • Provide process characterization for HM usage.

  • Review/update HM documentation, to include the Installation Hazardous Materials Management Program local instruction, and others as requested by the MPM.

  • Provide reviews of base wide physical chemical inventory and database reconciliation.

  • Support preparing base operating instructions and/or plans for HM management.

  • Ensure all HAZMAT transactions and data are entered in the EESOH-MIS tracking system.

  • Verify HAZMAT transactions are captured for EPCRA and Air Reporting.

  • Ensure that Hazardous Materials associated with newly identified HAZMARTS, processes, on base contractors, and transient contractors are entered into the EESOH-MIS tracking system.

  • Provide HAZMAT reports required by regulatory agencies and upon request to review the status and accuracy of the standardized Air Force HAZMAT tracking system.

  • Assist customers with submission and review of hazmat authorizations.

  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

  • Supervises other on-site employees and manages employee responsibilities.

  • Provides a monthly report describing all required team activities

  • Other duties as assigned.

Qualifications

  • High school diploma or a GED.

  • Minimum of five (5) years' experience in Hazardous Waste Management.

  • Minimum of three (3) years' experience in Hazardous Material Management.

  • Possess a valid Driver’s License.

Knowledge, Skills and Abilities

  • Ability to obtain a National Agency Check with Inquiries (NACI)

  • Ability to establish procedures and schedule assignments.

  • Although work is primarily in an office environment that is adequately lighted, heated, and ventilated, incumbents may be subjected to rain, cold, bright sun etc.

  • Solid knowledge of Microsoft software products is required to include Outlook, Excel and Access.

  • Understanding of Hazardous Waste Management, sampling, and waste characterization.

  • Must be familiar with Resource Conservation and Recovery Act (RCRA).

  • Have a specific awareness of data quality related to databases and report generation.

  • Enforce all company personnel and safety policies and ensure all assigned duties are conducted in a safe manner.

  • Ability to lead team, schedule and accomplish work, and fulfill PWS requirements.

  • Ability to maintain compliance with all AF policies and goals on HW reduction by conducting assigned waste minimization activities.

  • Ability to safely move and load extremely heavy drums and containers, in excess of 400 pounds, with provided material handling equipment.

  • Strictly adhere to federal, state, and local waste regulations.

  • Complete and maintain required training.

  • Use of personal vehicle for shop visits may be required with a mileage reimbursement plan.

  • Maintain compliance with all AF policies and goals on HW reduction.

  • Ability to perform all PWS tasks associated with Hazardous Waste Operations and ensure completion IAW all Federal, State, and local requirements.

  • Ability to correctly collect hazardous waste and complete Chain of Custody.

  • Shall be available or have a representative available after normal duty hours to respond to emergency situations.

  • EESOH-MIS specific training, Preferred.

  • Knowledge of EESOH-MIS Hazardous Material and Hazardous Waste modules, Preferred.

  • Military Hazmat/Hazardous Waste experience, Preferred.

  • A solid understanding of Material Safety Data Sheets/Safety Data Sheets and Hazardous Material identification and management, Preferred.
