Position Description

The Quality Management Office at Brookhaven National Laboratory is seeking an experienced Contractor Assurance System Specialist. The Laboratory's Contractor Assurance System (CAS) is a complex set of highly interrelated and integrated activities that work as a system to provide reasonable assurance of relevant and aligned institutional strategy and successful mission execution and delivery. The system includes a set of assurance functions and processes designed to assure the quality, relevance, and timely delivery of the Laboratory's science and technology objectives. As the Laboratory's CAS Specialist, you will work with the Laboratory's Senior Leadership team to monitor, implement and improve CAS processes at the institutional level. This includes but is not limited to ensuring compliance with the Laboratory's requirements set.

Essential Duties And Responsibilities

Work with senior managers in a mentoring capacity to develop and maintain a more robust Contractor Assurance System at the Laboratory.

  • Work with management and be the lead for the effective monitoring and consistent implementation and improvement of assurance processes across the Laboratory such as:

    • Quality Assurance

    • Performance Analysis, Monitoring and Reporting

    • Integrated Planning

    • Corrective Action & Issues Management

    • Risk Management

    • Assessment and Continuous Learning

    • Process Improvement.

  • Develop, monitor, and analyze key performance indicators and organizational metrics.

  • Provide data-driven performance information to Senior Leadership for decision-making.

  • Clearly communicate and elevate performance issues to management in a timely manner.

  • Build cross-organizational consensus to drive improvement efforts and cultural change.

  • Engage with Laboratory management to strengthen the stewardship of management systems.

  • Interface with all levels of Laboratory management and the Department of Energy (DOE) Brookhaven Site Office (BHSO) regarding the CAS and related processes.

  • Support the implementation of continuous improvement through the Plan-Do-Check-Act method.

  • Understand the Laboratory's integrated planning process and support accomplishment of strategic objectives.

  • Support management in the implementation of the Laboratory's Enterprise Risk Management process.

  • Mature the implementation of organizational and management system self-assessment processes.

  • Foster a work environment that promotes openness, trust, communication, and teamwork among CAS counterparts.

  • Leverage the tracking and trending capabilities with the Laboratory's Integrated Operational Performance System, as well as the DOE's Occurrence Reporting and Processing System (ORPS) and Noncompliance Tracking System (NTS).

  • Collaborate effectively with key personnel across the functional areas of the QMO-quality assurance, planning and performance analysis, assessment and learning, and management system development/maintenance.

Position Requirements

Required Knowledge, Skills, and Abilities:

  • Bachelor's degree in an engineering discipline or closely related field of study, plus a minimum seven (7) years progressively responsible, directly related work experience.

  • Experience implementing and monitoring management processes.

  • Knowledge of contractor assurance and the involved functional areas, including quality assurance, performance management, issues management, and assessments and learning.

  • Experience communicating issues to management in a clear, concise, and timely manner.

  • Experience building consensus and sustained collaboration among key stakeholders, particularly when there are competing interests among multiple constituencies.

  • Ability to manage and leverage cross-organizational resources to drive improvement efforts.

  • Ability to act objectively on behalf of the institution.

  • Experience with teambuilding, problem-solving, and the use of analytical tools.

  • Demonstrated proficiency with Microsoft Office applications.

Preferred Knowledge, Skills, and Abilities:

  • Familiarity with DOE Directives, Standards, and Guides.

  • American Society of Quality (ASQ) certifications.

Other Information:

  • Brookhaven Laboratory is committed to providing fair, equitable and competitive compensation. The full salary range for this position is $111300 - $155700 / year. Salary offers will be commensurate with the final candidate's qualification, education and experience and considered with the internal peer group.
