The Enterprise Global Supply Chain Infrastructure Program Support (GSC-IPS) team is focused on ensuring efficient execution of GSC Infrastructure with a specific focus on IT Services and Enterprise Agreement Supplier Relationships. From negotiating and managing IT agreements to procuring top-notch software, hardware, and professional services, our IT Services team ensures optimal efficiency for the entire organization, with expertise extending from meticulous software asset management to ensuring cost-effective streamlined IT solutions, all while maintaining best in class supply chain support to the critical project teams within our CIO.

This position will be virtual and can be performed anywhere within the continental United States. Teleworking arrangements are subject to change based on the needs of the business.

Our team is seeking a Supply Chain Planning Specialist to support strategic IT subcontracts and services for Northrop Grumman’s Chief Information Office (CIO), as well as critical initiatives within the Global Supply Chain Infrastructure Program Support (GSC IPS) organization. The successful candidate will support project management and technical leadership primarily in the CIO organization, including cross-functional support organizations to achieve supply chain resilience in key areas: Supplier Performance, Supplier Relationship Management, and Strategic Supplier Planning & Oversight.

Fundamentally, our organization and this role endeavors to:

  • Improve our ability to sense and respond to supply chain challenges and minimize adverse impacts to our customers and programs

  • Drive supplier accountability to ensure cost, quality and delivery aligned to contractual and program requirements; fostering strategic partnerships with suppliers while exceeding internal customer expectations related to GSC’s value to the organization

  • Streamline and automate GSC processes that enhance speed, agility, and quality of our service delivery to the internal customers we support

Candidates should be able to make sound and independent decisions in a timely manner, display strong interpersonal skills, and have a fundamental understanding of subcontracts/procurement compliance

Job Duties will include the following:

  • Support GSC execution and strategy for subcontracts and supplier performance management

  • Provides analysis and oversight on supplier statements of work, critical schedule milestones, key performance indicators, and other metrics (as req’d) to support the internal customer execution objectives and strategies

  • Defines and develop subcontract strategies to support agency and internal customers

  • Forecasting demand where possible, monitor requirements and supply base capabilities, and analyze market research to meet requirements and determine best value suppliers to support execution

  • Analyzes purchasing and demand positions from internal customers

  • Participates in long-term strategy and supplier planning

  • Monitors and maintains requisition and demand planning for the internal customer organizations

  • Develop engaging and collaborative relationships with suppliers and internal partners / customers to drive problem resolutions (as req’d)

  • Act as planning and execution liaison for Global Supply Chain team in support of both suppliers and project stakeholders

  • Support developing and analysis of competitive/non-competitive sourcing approaches, determine criteria for requests for quotes (RFQs) and subcontractor statements of work (SOWs)

  • Support cross-collaborative review of solicitations and bid responses to determine best value strategic sourcing decisions for internal customers

  • Coordinate strategies with project leaders, develop target objectives and pricing to negotiate and obtain best value

  • Review supplier proposals to support execution of compliant purchase orders that meet technical and business objectives of the internal customer organization; including technical evaluations, single/sole source decisions, weighting criteria, etc.

Basic Qualifications:

  • Master's degree OR Bachelor's degree with at least 2 years of experience in supply chain, planning, or a closely related field OR Associate's degree with at least 4 years of experience in supply chain, planning, or a closely related field OR High School Diploma with at least 6 years of experience in supply chain, planning, or a closely related field

  • Experience with Costpoint, SAP, or similar ERP system(s)

  • MS Office including Excel, Outlook, and PowerPoint

Preferred Qualifications

  • Supply chain experience for an aerospace and/or defense company

  • Familiarity with government contracting requirements and compliance

  • Ability to discern and analyze data to formulate and execute effective negotiation strategies

  • Demonstrated experience in the analysis and negotiation of contractual terms and conditions

  • Problem solving, and interpersonal skills

  • Proven ability to apply risk-based thinking in support of strategic decision making

Salary Range: $65,500 - $98,300

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
