Job Description:
The Special Missions Group within L3Harris is seeking a Program Manager for Proposal Coordination on the Armed Overwatch (AO) Program. This person will be responsible for overseeing and managing all proposal efforts related to the AO program from the initial Request for Proposal (RFP) to award of the effort. This role involves close coordination with cross-functional teams, including subject matter experts, pricing specialists, and the Program Management Office (PMO). The PM will serve as the primary point of contact for both internal teams and external customers, ensuring seamless communication during proposal development, Q&A sessions, and review discussions. This position requires a deep understanding of proposal development processes, strategic thinking, and leadership to ensure timely and accurate proposal submissions aligning with customer requirements and organizational goals.
Essential Functions:
Proposal Coordination: Manage and track the status of all proposal efforts for the Armed Overwatch program from RFP issuance to award, ensuring all tasks are completed on time and in compliance with RFP requirements.
Cross-Functional Team Collaboration: Work closely with subject matter experts (SMEs), pricing teams, and PMO to gather and organize information, technical volumes, pricing, and cost data for proposals.
Customer Engagement: Coordinate and lead internal and external discussions, including customer Q&A sessions, to facilitate understanding and alignment on proposal needs.
Proposal Development Oversight: Provide oversight to teams working on proposals, ensuring all sections (technical, pricing, etc.) are completed accurately and meet deadlines.
Documentation and Traceability: Ensure all proposals align with customer requirements by tracing RFP requirements to proposals, providing strategic input to clarify and enhance proposal documents.
Review Preparation: Prepare internal review packages, including proposal status, technical volumes, pricing strategies, and relevant documentation for leadership briefings and decision-making.
Deadline Management: Drive teams to meet proposal deadlines, ensuring the timely completion of all required tasks including pricing, basis of estimates (BOE) writing, and technical volumes.
Qualifications:
Experience: Minimum of 6 years of experience in program management, proposal development, or a related field, with a focus on the defense industry or government contracting.
Security Clearance: Secret or the Ability to Obtain a DoD Security Clearance
Skills:
Strong project management skills with the ability to manage multiple, complex proposals simultaneously.
Strategic thinker who can interpret customer needs, clarify technical requirements, and ensure proposals meet the requirements of RFPs.
Excellent communicator and collaborator, capable of working effectively with cross-functional teams without direct reporting lines.
Ability to manage tight deadlines and work under pressure while maintaining attention to detail.
Technical Expertise: Knowledge of the Armed Overwatch program, Sky Warden platform, and familiarity with SOCOM's mission and priorities.
Tools : Proficiency in Microsoft Excel, SharePoint, and PowerPoint. Familiarity with MS Project is a plus.
Preferred Additional Skills:
Experience in DoD : Familiarity with Department of Defense (DoD) proposal processes, including the preparation of cost volumes and technical writing for defense contracts.
Proposal Writing : Experience in drafting technical proposals, developing BOEs, and managing cost volume creation.
MS Project : Proficiency in Microsoft Project to track proposal timelines and deliverables.
Leadership : Proven ability to brief senior leadership, providing clear, concise updates on proposal progress and challenges.
Problem Solving : Strong ability to handle multiple competing priorities and deliver quality proposals under tight deadlines.
