\ Pima County Emergency Eviction Legal Services (EELS) provides legal counsel, emergency housing, and other services to low-income Pima County tenants. Operating under the Community and Workforce Development Department, EELS Emergency Housing staff provide support to transitional housing residents to enable a successful transition to sustainable long-term housing. Staff connect residents with job assistance, housing options, and other community resources as appropriate and work closely with other community agencies and organizations.\ \ These grant-funded positions ending on June 30, 2026, support all facets of daily shelter operations to include front desk management and client intake, occasional shelter housekeeping, and other duties as assigned. As a Community and Workforce Specialist I, you may be responsible for conducting new resident orientations and ensuring the safety and security of the shelter and residents by enforcing house rules and conducting room inspections. These positions require working a schedule including weekends and occasional holidays.

Duties/Responsibilities

(Work assignments may vary depending on the department\'s needs and will be communicated to the applicant or incumbent by the supervisor.)\ \ Participates in specialized support activities of a functional program or work unit in conjunction with program management staff;\ \ Provides specialized support activities essential to the completion of program objectives;\ \ Represents the program or work unit in meetings with county personnel and/or outside agencies;\ \ Establishes and maintains liaison with various outside agencies, groups and concerns regarding specialized program activities;\ \ Conducts program specific surveys to gather information or data for specialized studies, analysis or research;\ \ Ensures program or work unit\'s specialized activities comply with applicable County policy and state/federal statutes and regulations;\ \ Participates in the development of specialized program activities goals and objectives;\ \ Researches, analyzes and reports on specialized program activities;\ \ May lead staff and volunteers in specialized program activities;\ \ May utilized computer graphic programs and other equipment and tools for specialized program activities.\ \ KNOWLEDGE & SKILLS:\ \ Knowledge of:

  • practices of specialized program operations and activities;
  • principles and practices of effective leadership.

\ Skill in:

  • developing specialized program activities goals and objectives;
  • explaining and demonstrating program activities and requirements to the public;
  • communicating effectively, both orally and in writing;
  • leadership and training staff and volunteers.
Minimum Qualifications

(1) A Bachelor\'s degree from an accredited college or university with a major in management, public or business administration or a field closely related to the program area, as determined by the appointing authority at the time of recruitment.\ \ (Relevant experience and/or education from an accredited college or university may be substituted.)\ \ OR\ \ (2) Three years with Pima County in a paraprofessional or professional administrative classification.\ \

  1. Minimum three (3) years of experience working in an overnight homeless or transitional shelter environment.
  2. Minimum three (3) years of experience working with diverse individuals in a customer-facing position.
  3. Experience with/knowledge of housing, workforce development and community health resources.
  4. Experience in crisis intervention and knowledge of de-escalation techniques.
  5. Experience accurately recording required client information while maintaining confidentiality.
  6. Minimum three (3) years of experience using Microsoft Office Suite applications (Word, Outlook, Teams, and Excel), case management systems, and databases.
  7. Bilingual (English/Spanish).
  8. Experience ordering and managing inventory, supplies, and equipment.
