General Description
This is a highly responsible supervisory oversight position involving the operation and management of the City’s Solid Waste Division, including the supervision oversight of all crewmembers. Work entails manual labor and direction of City Sanitation staff, residents, businesses and other agencies for the collection and disposal of special pickup items, residential and commercial waste, recycling, and yard waste throughout the City. Work also involves the daily training, safety, coordination, and assignment of sanitation personnel and vehicles. This position is performed with considerable independence under the general direction of the Sanitation Foreman.
This position requires a Florida Commerical Driver's License (CDL) and the selected candidate for hire must complete a pre-employment drug screen, background check, FMCSA Clearinghouse query, and DOT certification physical examination.
Essential Job Functions
Responsible for the oversight, training, and safety of employees
Establishes work schedules under the direction of the Public Works Supervisor, collection route assignments, and assigns vehicles and equipment
Coordinates crew activities and enforces work standards, practices and policies
Trains and instructs crew members on vehicles, equipment, work procedures and safety precautions
Under the direction of the Public Works Foreman will confirm crew attendance, proper use of personal protective equipment, and overall readiness for work
Oversees that all employees utilize safety equipment and procedures, including pre- and post-trip duties
Assigns employees to post-collection daily duties
Assists with and/or completes employee performance reviews
Provides training and cross-training to employees on safety, routes, and equipment/tool use
Performs a variety of advanced manual labor, including operating vehicles and equipment, loading and unloading of refuse, recycling, yard waste, and other materials
Maintains a strong working knowledge of all routes and the operation of all collection vehicles
Responds to and resolves customer requests or complaints in a timely manner
Works with the Public Works Supervisor to evaluate and plan projects and maintenance procedures
Ensures the maintenance and cleanliness of vehicles within the division
Assists in the operation of the CityWorks Work Order system
Maintains familiarity with the City’s personnel manual, safety manual, sanitation safety manual and waste and recycling ordinance and provides associated staff training
Collaborates with customers and the City’s code enforcement officers to enhance the safety of dumpster pads and enclosures
Provides customer education regarding proper waste and recycling disposal protocols
Communicates daily with the Public Works Supervisor and Public Works Coordinator to receive instructions and regarding the completion of job assignments
Maintains high standards of safety and efficiency in exercising duties and responsibilities
Inspects dumpsters to ensure good condition; maintains inventory and recommendations for ordering
Conducts inspections of customer services rendered to determine appropriate surcharges
Operates vehicles and equipment of various sizes and weights
Acts as a positive role model for the division.
Performs related work as required.

Minimum Qualifications, Licenses and Certifications
Must be eighteen years of age or older.
High school graduation or completion of GED
Three (3) years’ experience in the field of Public Works including experience in all
Sanitation operations.
One (1) of those years in a responsible supervisory/oversite capacity.
An equivalent combination of education, training, and experience.
LICENSES, CERTIFICATIONS OR REGISTRATIONS
- Must have a CDL Class B license.

Knowledge of modern techniques, methods, procedures and practices of providing and maintaining Sanitation Services
Ability to assist with planning, directing, supervising and inspecting maintenance programs for the Sanitation Division.
Ability to plan, assign, instruct, review and evaluate work assignments of personnel.
Ability to assist in the development, preparation and presenting long range plans and programs relating to the area of responsibility.
Ability to schedule work and resources to cost effectively complete assignments.
Ability to set and adjust priorities and to communicate effectively changes.
Ability to teach, mentor, coach and lead teams of various individuals made of varying skill levels.
Ability to use office equipment and software.
Ability to effectively communicate verbally and in writing.
Ability to develop and maintain good people, coaching and leadership skills.
Ability to respond to duty during emergencies that may occur on nights, holidays and weekends.
