Reporting to the Director Management Services, you will provide overall senior-level consultation to the Executive Director and Senior Management Team and leadership on divisional transformation projects/programs including technology development and continuous improvement initiatives.

Major Responsibilities:

  • Manages and coordinates the development/implementation of divisional service transformation initiatives, including organizational change issues by providing strategic advice and decision support to the Director Management Services, Executive Director, and senior divisional staff on complex issues to foster organizational excellence and enhance divisional transformation in all areas for service improvement.

  • Leverage expertise in project planning, change management, performance measurement, and research and analysis to lead organizational projects ranging from technology adoption, cross-team collaboration and alignment, and performance indicator development

  • Provides leadership and direction on the development, acquisition, and maintenance of the division’s technology, IT systems, and business applications

  • Provides strategic advice to senior divisional staff on the implementation of a variety of business transformations and a portfolio of diverse projects in support of the division’s strategic objectives.

  • Leads the division's strategic planning and transformational processes and ensures consultation, development, preparation and maintenance of the division's strategic plan in accordance with the City’s HousingTO Action Plan.

  • Supports the Senior Management Team in addressing ongoing and emerging issues and priorities for the division and anticipates, identifies and manages emerging issues and challenges, in an effort to identify solutions for business transformation as a result of evolving and changing needs.

  • Manages and leads the Division’s Confronting Anti-black Racism (CABR) unit and work stream including the development of multi year action plans and liaises and works with the central CABR team.

  • Develop, implement, and maintain systems and analytical tools for collecting, monitoring, and reporting program performance.

  • Leads and/or participates on various divisional and cross-divisional Committees, Task Forces and Working Groups as the divisional representative, providing input, advice and recommendations that support the mandate and goals of the division

  • Establishes an effective and collaborative working relationship with the Division's senior management team, management staff, staff from other City Divisions and external stakeholders, and liaises with same with respect to divisional and operational initiatives. Establishes, maintains and fosters linkages to other Divisions to ensure effective partnerships within the Corporation.

  • Participates in the preparation of the annual divisional budget, makes recommendations, prepares business cases, and provides analysis and strategic advice on appropriate reduction strategies to meet City reduction targets.

  • Provides general oversight and actively manages staff at different levels in the division, often without direct authority to complete projects, .

  • Works collaboratively and in conjunction with the Corporate Employee and Labour Relations team when providing advice on collective agreements and in administering Collective Agreement matters. Provides guidance and advice regarding Corporate and Divisional policies and procedures and legislative regulations to all levels of staff and ensures consistent and timely implementation and adherence throughout the division

  • Fosters strong, collaborative and productive relationships with purchase of service agencies, corporate partners, and other orders of government to support the division in meeting its strategic goals.

  • Develops and implements effective issues management strategies and processes within the corporate framework, including effective strategies to respond to, manage and coordinate a broad range of divisional issues and contentious matters.

  • Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.

  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.

Key Qualifications:

  1. Extensive experience managing high level complex issues, in a political or public sector environment including working with senior staff, Council, Accountability Offices, service providers, the public, and representative citizen groups to develop actions plans and resolutions.

  2. Considerable experience and skills in project management supporting large municipal projects, and the development and implementation of programs and policies through program evaluation, research, data analysis, options/recommendations development and effective strategic planning to facilitate decision-making, and to monitor and track progress of strategic and complex projects assigned.

  3. Considerable successful experience with stakeholder management and partnership development across private/public – intergovernmental and community sectors

  4. Considerable experience researching, assessing, planning, developing, and monitoring broad scale operational policies, programs, processes, management systems, implementing quality improvement initiatives.

  5. Experience and advanced knowledge working with/supporting capital budgets, federal or provincial funding, or other cost-shared program is considered an asset.

  6. Experience motivating, leading, guiding and supervising staff.

  7. Post-secondary education in a discipline related to the job function combined with relevant management training and experience, or equivalent combination of education and experience.

  8. A Project Management Professional (PMP) designation would be an asset.

  9. Highly developed interpersonal, human relations, conflict resolution and problem solving skills with the ability to interact and communicate effectively at all levels of the organization.

  10. Ability to effectively manage and lead change within a complex organization from inception to implementation involving multiple stakeholder interests.

  11. Effective decision maker with a track record demonstrating innovative and results oriented leadership.

  12. Ability to produce comprehensive, concise and effective reports and recommendations on corporate, policy and administrative issues.

  13. Ability to identify, coordinate and manage competing divisional priorities in a rapidly changing environment, multitask and provide direction on issues management and relationship management, including highly-confidential matters.

Knowledge of relevant legislation, collective agreements, policies and guidelines including the Occupational Health & Safety Act, Ontario Human Rights Code, and Employment Standards Act.
