We are currently expanding our public policy infrastructure team in Japan and looking for a passionate government relations and public affairs professional to help engage national and local government policymakers, regulators and external stakeholders on issues that are critical for AWS’ Infrastructure expansion and operations in Japan. The ideal candidate has high professional integrity, a proven track-record in government relations and public affairs with large global manufacturing/services organizations, or similar experience in a public sector organization/government agency. The candidate should have hands-on experience of providing policy, and public affairs support to large infrastructure projects in Japan. The role requires good understanding of the local government investment and policy landscape, and experience of working extensively with external policy stakeholders in the local levels to help oversee and execute infrastructure projects.
The role requires extensive field work within local government departments and agencies, and travel to infrastructure locations in Japan as required.
Key job responsibilities
• Develop deep relations with the national and local governments in Japan where AWS has infrastructure expansion and operation, lead and implement public affairs and policy strategies for the AWS infrastructure business.
• Provide government relations and public affairs support for the AWS infrastructure team in Japan to ensure smooth operations.
• Advance the company’s policy positions on infrastructure directly with governments, as well as through third party and association membership.
• Work collaboratively and transparently with the infrastructure team to ensure alignment between public policy goals and business objectives.
• Assess and communicate potential regulatory and policy challenges, develop mitigation strategies and policy positions, and coordinate external advocacy and outreach programs and key initiatives.
• Facilitate meetings between AWS executives and key stakeholders, including but not limited to government officials and regulators to promote advocacy positions.
• Participate and contribute to appropriate opportunities in industry associations, and ensure appropriate utilization of judgment and integrity in employing external consultants.
Basic Qualifications
• 8+ years of experience representing a large manufacturing, services company or industry association before national and local policymakers.
• Bachelor’s degree is required in relevant discipline.
• Fluency in written and spoken in Japanese and English.
Preferred Qualifications
• The successful candidate should be inquisitive, demonstrate high integrity, be enthusiastic about data center technology, enjoy working hard and being continually challenged, and demonstrate sound judgment in ambiguous situations.
• Previous work experience engaging and/or executing large investment projects with local governments.
• A good track record of achieving meaningful changes to regulatory environment through public policy advocacy.
• Excellent understanding of political landscape of Japan at a national, state and local level.
• Ability to dive deep on political, legislative and regulatory trends at both the national and local government level, that may impact the AWS infrastructure.
• Ability to synthesize policy documents for internal and external stakeholders.
• Highly effective oral, written and interpersonal communication skills. Demonstrated ability to interact effectively and comfortably with senior government officials.
• Must be flexible and demonstrate strong judgment, decision-making skills, and political acumen, with the ability to influence, negotiate with, and persuade others as required.
• Maintain highest personal levels of ethical conduct, confidentiality, and integrity, with a strong professional reputation in the industry.
• Self-starter with proven track record of successfully working with a wide array of functional groups across an organization (especially functions such as legal, security, infrastructure, energy, and PR), as well as across cultures. Ability to work independently as required.
• Demonstrated ability to build and foster effective relationships and networks with external stakeholders.
• Effective time-management skills, including the ability to prioritize and manage competing demands on your time.
