Purpose/Introduction
The Category Specialist will provide strategic sourcing, contract ownership, supplier management, and overall category management of select categories within the Global Procurement organization. Due to a major capital expansion, CPChem currently has Category Specialist openings in all four Strategic Sourcing groups: Plant Materials; Plant Services; Chemicals, Catalysts & Additives (CC&A); and Corporate Services. Examples of materials sourced are pipe/valves/fittings, rental equipment, rotating equipment, repair parts, hoses, MRO and safety supplies. Examples of services contracted are inspection, civil services, industrial cleaning and elevator repair services. The Corporate Services group manages all of our corporate support services, and supports internal groups such as Finance, Legal, Human Resources, Information Technology as well as CPChem’s environmental services. The CC&A group manages all materials and feedstock consumed in the making of our products as well as commodity chemicals.
While implementing sourcing strategies, this position ensures accurate definition of requirements, negotiates, and develops commercial contracts, proactively improves existing agreements, pursues savings opportunities, and seeks to progress the overall impact of Global Procurement. This position establishes and maintains effective commercial contracts consistent with company policies and controls. This individual establishes and utilizes a support network for timely acquisition and disposition of materials/services required while achieving maximum overall cost effectiveness. This position reports to the respective Category Manager for Plant Materials, Plant Services, Chemicals, Catalysts & Additives (CC&A) or Corporate Services.
Responsibilities
Becomes the Sourcing Expert / Subject Matter Expert in assigned categories, keeping abreast of market conditions, trends best practices and leading contractors/suppliers within the category
Develops and deploys Strategic Vision for assigned categories
Responsible for leading the RFP process for assigned categories including defining stakeholder requirements, performing spend analysis, financial due diligence, analysis of corporate compatibility, preparing and issuing bid proposals/packages, acting as the single point of contact for communications, leading supplier evaluations and scoring process, and final supplier selection in conjunction with stakeholders
Effectively negotiates commercial pricing, labor rates, equipment rental rates, materials/equipment mark-ups, and terms and conditions with suppliers to develop contracts that provide optimal business and legal provisions for Chevron Phillips Chemical Company
Responsible for executing complex local, regional, national, and global service agreements, contract amendments, renewals, and extensions as well as managing effective contract administration in accordance with Procurement Policy, Procedures and Controls
Develops and implements supplier relationship management programs with key suppliers including the use of scorecards to gauge performance and the health of the relationship with periodic meetings to optimize the relationship and generate value for both parties
Provides training and guidance to less experienced category personnel as applicable
Promotes and upholds CPChem’s commitment to safety both internally and with our suppliers and contractors
Performs job professionally and under appropriate level of supervision
Meets or exceeds stakeholder expectations to ensure the highest level of service and increased value to the business
Serves as “Gatekeeper” for Approved Vendor List (AVL) and assists customers in using existing vendors in adherence to the category strategy

Required Qualifications
Bachelor’s degree in Procurement, Contract Management, Supply Chain, Business, Engineering, or related field
Minimum of 7 years of experience in sourcing goods and/or services, commercial and contract negotiations, contract management, and demonstrated value creation
Demonstrated ability to analyze data, formulate a strategic vision, and negotiate result
Preferred Qualifications
Certification (i.e., C.P.M., CPSM) or MBA
Experience with systems (SAP, Ariba, TRACK, etc.)
Demonstrated knowledge of price analysis, labor rate negotiating techniques, risk mitigation and common purchasing processes required
