Job Summary:

Raytheon is seeking a talented System Security Engineering (SSE) Cybersecurity Product Line Lead to join our team. This individual will be responsible for the development and management of the cybersecurity scope on the LTAMDS/GhostEye program. This person will also serve as a direct interface to the US Government Customer during important reviews, briefings, and technical exchange/demos. Communication and collaboration with the customer as well as with other engineering disciplines and Program Management is required to ensure alignment of the cyber posture within the program's and customer’s requirements. The person in this role will be responsible for all aspects of cybersecurity engineering including team development, staffing, Earned Value Management, proposals, technical roadmaps, US Government customer relationships, and integrated partnership with all engineering disciplines and PMO in the LTAMDS/GhostEye portfolio. The successful candidate will have a security conscious approach to take into consideration the systems level effect to resolving complex programs and the ability to convince leadership that the proposed solution is best for the mission (including program cost and schedule as well as the technical solution). The individual will work with the program and customer in the maintenance and acquisition of Risk Management Framework ATOs, support global growth and sustainment, support tech refresh and system upgrades, and provide strategic input and planning for the system, applications, architecture and design in a dynamic environment. The individual will also develop and track key roadmaps and deliverables alongside program management.

What You Will Do

  • Be the Cyber Engineering leader for the LTAMDS/GhostEye portfolio and accountable for cost, technical, schedule, and team growth within the product line.

  • Primary cyber customer interface responsible for defining cyber requirements, solutions, trades, costs, implementation, system impacts, and effectiveness and security designs with the goal of shaping and influencing the customer decisions.

  • Lead and build a diverse team of cyber professionals.

  • Build an implement a long term cyber strategy for the LTAMDS/GhostEye portfolio in partnership with LTAMDS/GhostEye leadership (Program Managers, Chief Engineers, IPTLs)

  • Implement proper cybersecurity requirements and coordinate implementation across the other engineering disciplines.

  • Be accountable for all Risk Management Framework Authorization to Operate for the system(s)

  • Consult and assist program management with cyber architectures and issues

  • Partner with the Radar Product Line on cyber compliance and technical roadmap development and integrate cybersecurity development activities

  • Define government cyber test strategy for LTAMDS and GhostEye

  • Develop top-level system requirements, and flowing down requirements and implementation concepts to subsystem

  • Understand and comply with DoD technology release and export licensing policies

  • Lead the development and negotiation of all bids and proposals while ensuring alignment with overall LTAMDS roadmap and execution strategy

  • Coordinate and work with the and strategy outlined by the Cybersecurity LSE

Qualifications You Must Have

  • Typically requires a Bachelor’s in Science, Technology, Engineering, or Mathematics (STEM) and 12 years of prior relevant experience, or an Advanced Degree in a related field and 10 years of prior relevant experience. In absence of a degree, 16 years of relevant experience is required.

  • Technical leadership experience

  • Experience with Systems Engineering

  • Experience leading a team within Cybersecurity Engineering

  • Experience working directly with US Government Customers.

  • Experience writing and negotiating proposals.

  • Experience working with and managing Customers and Suppliers

  • Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

  • The ability to obtain and maintain additional program access as required.

  • Experience leading a large team of cybersecurity engineers

  • Knowledge of information security toolset implementation including anti-virus, Vulnerability Assessment, HIDS/ NIDS, host-based or endpoint security solutions, Multi Factor Authentication (MFA), and Security Incident and Event Management (SIEM) and centralized auditing tools

  • Knowledge of Host Based Security System (HBSS) / Endpoint Security Services (ESS), Assured Compliance Assessment Solution (ACAS) / Tenable Security Center, and Security Content Automation Protocol (SCAP).

  • Experience with IT and/or network and system security administration, including operating system security configuration and account management best practices for UNIX, MS Windows, Red Hat Enterprise Linux, and CISCO systems

  • Understanding of Systems Engineering requirements, specifications, and experience implementing DoD and Federal IA Certification and Accreditation Processes, IA controls and developing and maintaining associated certification and accreditation documentation

  • Experience in the implementation and business growth of SSE implementation throughout the entire life cycle

  • Cyber Certifications in accordance with DoDD 8570/DoDD 8140 such as CISSP, GSLC, CEH

  • Program management experience

  • PM Level 6 Certified

  • Broad understanding of technology and working knowledge of NIST 800-53

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
