The Advanced Technology / Advanced Integrated Surface Sensors (AISS) team is looking for a highly motivated, well- organized Manager, Contracts who embraces and thrives in working in a exciting , collaborative team environment . The AISS team focuses on key pursuits as well as development efforts that serve as the growth engine and front of the business, critical to the future growth of Raytheon.

This role will provide day-to-day and strategic Contracts leadership for the Next Generation Technologies (NGT) area within AISS, which also includes the strategic High Power Microwave portfolio, and will manage one (1) direct report. This position will also lead a mix of sole source and competitive pursuits, as well as implementation efforts, with multiple DoD and prime customers . In addition to traditional Federal Acquisition Regulations (FAR)-based contracts, there is also a significant amount of Other Transaction Agreement (OTA) activity within this role, accompanied by associated Terms & Conditions review and negotiation.

Please note that this role is intended to be hybrid, working regularly both offsite and onsite for regular in-person engagement at Raytheon’s multiple facilities in the greater Boston, MA area. Ratio for time working onsite will be determined in partnership with your leader .

Responsibilities to Anticipate:

  • Support the professional development of one (1) team member, to include workload assignment, training opportunities, performance reviews and mentoring

  • Support the contracts lifecycle, inclusive of proposal development as well as leadership and administration of contracts within a diverse customer portfolio

  • Interface with customers on contracting matters and ensure that proposed and negotiated terms and conditions comply with company policies

  • Advise program management of contractual rights and obligations and possible mitigation of contractual/program risks

  • Work closely with the Portfolio Directors, Program Managers, Chief Engineers, Business/Estimating, and Supply Chain to construct, submit, and negotiate pricing proposals

  • Analyze Request for Proposals (RFPs) and provide leadership within the proposal teams during development and negotiation

  • Periodic, but regular on-site support of classified programs within the portfolio

Basic Qualifications:

  • Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years experience

  • Active and transferable U.S. government issued security clearance is required prior to start date

  • U.S. citizenship is required , as only U.S. citizens are eligible for a security clearance

  • Ability to obtain a Top Secret clearance

  • Relevant experience administering U.S. Government contracts under the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)

  • Experience in Proposals development

  • Experience in Contracts negotiations

Preferred Qualifications:

  • Active and in scope Top Secret clearance a plus

  • Team leader experience, including coaching and mentoring experience

  • Demonstrated ability to develop effective relationships with customers and internal partners based on understanding , teamwork, and trust

  • Experience working in a fast-paced environment , where prioritization is required to be effective

  • Excellent time management and organization skills

  • Experience working on classified contracts / programs

  • Familiarity with Other Transaction Agreements

Work Location:

Tewksbury, MA - This position is a hybrid role, and the selected applicant will work with the hiring manager to set the schedule.

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
