Description of Job

Division of Gaming:

Ensures that limited gaming is conducted honestly, fairly, and competitively, and is free from criminal and corrupt elements.

What we do:

The Gaming Enforcement unit provides crime investigations, identifies and interviews suspects, collects evidence, interviews witnesses, and evaluates criminal activity in Colorado Casinos.

  • Actively patrolling Colorado casinos.

  • Conducting regulatory investigations regarding statutes, rules and internal controls.

  • Conducting criminal investigations.

  • Conducting compliance inspections.

  • Providing educational services to licensees and the public.

    A typical day as a Criminal Investigator V:

This position's primary responsibility is to supervise the investigative team. Daily duties include scheduling, training, and the approval of regulatory and criminal investigative reports in the Division of Gaming's Cripple Creek office. As a supervisory investigator, this position will also investigate and enforce the Colorado revised criminal statutes and the Colorado Limited Gaming Act. This position will also perform duties that may not be present within this PD, as assigned by the appointing authority or supervisor.

Primary Duties:

Supervision

  • Position is a Supervisory Investigator responsible for the daily operation of enforcement, and regulatory compliance investigations functions and staff.

  • Assigns and monitors caseload, reviews work product for completeness and accuracy, schedules staff to ensure adequate coverage during casino operation hours.

  • Responsible for performance planning, reviews and final evaluations.

  • Recommends corrective and disciplinary actions. Performs as the Acting Agent in Charge of the local office in the absence of the Agent in Charge.

Criminal Investigations and Enforcement

  • Plans and conducts investigations of violations of limited gaming and criminal laws; Prepares written investigative reports and affidavits for search and arrest warrants; Conducts interviews of victims and witnesses and interrogates suspects; Testifies in court.

  • Provides assistance to local, state and federal law enforcement agencies with information on limited gaming and gambling practices, methods and licensees; Maintains on-call duty status while off-duty for emergency response; Assists other law enforcement officers and agencies upon request.

  • Proactively patrols casinos as an armed peace officer to observe violations, preserve the peace, prevent and discourage cheating, thefts and other violations of laws.

  • Executes warrants and collects and preserves physical and documentary evidence. Responds to complaints, issues criminal summonses, effects arrests, Transport prisoners to jail incident to arrest.

Regulatory Investigations and Enforcement

  • Participates in comprehensive compliance inspections to ensure that licensees, patrons, premises, records and devices are within approved minimum guidelines and those licensees and patrons are in compliance with Limited Gaming Regulations and Internal Control Minimum Procedures necessary to ensure the integrity of Limited Gaming.

  • Initiates appropriate disciplinary action for recommendation and presentation to the Colorado Limited Gaming Control Commission.

Training

  • Provides training and delivers presentations to the gaming industry, outside law enforcement agencies and the public.

  • Maintains required certifications and stays proficient with necessary state systems.

MINIMUM QUALIFICATIONS:

Experience Only:

Ten (10) years of professional investigative experience conducting both criminal and regulatory investigations , one (1) of which must have been at the level of a work leader, staff authority, unit supervisor, or equivalent.

AND

  • Required valid/active Colorado P.O.S.T. Certification

    OR

    Education and Experience:

    A combination of related education and/or relevant experience in business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, psychology, sociology or a closely related field as determined by the Department. equal to ten (10) years, one (1) of which must have been at the level of a work leader, staff authority, unit supervisor, or equivalent.

    • Required valid/active Colorado P.O.S.T. Certification

    Necessary Qualifications:

  • Applicants must successfully pass a background investigation and a tax check prior to appointment to positions in the Gaming Division.

  • Must possess and maintain a valid Colorado Driver's License (at the time of application).

  • Applicants must be willing to work nights, rotating shifts, weekends, holidays, and maintain on-call status while off-duty for emergency and supervisory response.

  • Applicants must successfully pass a Psychological Evaluation prior to being appointed to a position in the Gaming Division.

  • Must be able to qualify and maintain qualification with a firearm.

  • Must be able to certify and maintain certification in arrest control techniques.

  • Maintain a current/valid Colorado Peace Officer Standards & Training (POST) certification at the time of application.

    Preferred Qualifications:

    The ideal candidate will possess the following skills:

  • Knowledge of Colorado rules and regulations related to Division of Gaming.

  • Additional years of experience as a supervisor.

  • Outstanding candidates will have recent experience with: investigations interpreting and applying statutes and researching databases.

  • Additional years of experience in professional investigative and/or compliance experience in a regulatory environment.

  • Problem solving and troubleshooting skills.

  • Demonstrate the ability to plan and organize.

  • Ability to complete reports in a thorough, accurate and concise manner.

  • Experience with rule making processes.

  • Excellent communication and interpersonal skills.

  • Proven ability to work independently and accept supervision.

  • Proven success organizing and tracking workload.

  • Proficiency in the Microsoft Office Suite.

  • Proficiency in Google-Workspace.

    Conditions of Employment with the CDOR :

    Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
