The Sr. Benefits & Compliance Analyst will report to the Director, Total Rewards and will be responsible for assisting Total Rewards leadership in assessing and make recommendation on benefits plan design, communications, process improvements and ensuring compliance with all health and welfare benefits programs for Tampa Electric Company, People Gas, TECO Partners and New Mexico Gas Company. Act as the central point of contact for compliance and perform validations and reconciliations to ensure plan compliance with all federal and state laws. Collaborates with internal and external legal, consultants, finance, and leadership, on matters related to health and welfare and provides expertise in solving complex business challenges while supporting the overall benefits strategy.

PRIMARY DUTIES AND RESPONSIBILITIES

  1. Execute strategic decisions for coordination and implementation of health and welfare benefit plans for all active team members. (15%)

  2. Serve as a subject matter expert in the analysis, implementation, and administration of health and welfare programs for TEC, PGS/TPI and NMG, includes provide functional specifications to IT and HRIS as needed to ensure proper systems configuration. (15%)

  3. Act as the central point of contact for compliance and perform validations and reconciliations to ensure plan compliance with all federal and state laws, and ensure the Company meets all governmental reporting and disclosure requirements, includes but is not limited to external auditor requests to support the Form 5500 filings and coordinating the preparation and distribution of required ERISA notices such as, SPD, SMM, SAR, 1095, MCC and others as needed. (15%)

  4. Act as project manager for health and welfare related projects that require strong attention to detail, planning, collaboration with various internal and external parties, data analysis, and robust technical skills. (15%)

  5. Support the operational and relational aspects of the health and welfare plans, including vendor management, reporting, plan recommendations, resolution of issues, and development of internal and external communications for the Company. This may also include the processing of vendor invoices for payment as needed. (15%)

  6. Create processes that simplify health and welfare administration with a focus on streamlining and simplifying for maximum internal effectiveness while optimizing the employee experience. Work with HR Operations and Talent teams as needed to ensure effective new hire onboarding. Create tools, templates, and communications that will effectively educate team members and Performance Coaches on health and welfare plans. Present health and welfare information during business unit meetings, open enrollment information sessions, and other as requested. (15%)

  7. Collaborate with internal and external legal, consultants, finance, and leadership, on matters related to health and welfare and provides expertise in solving complex business challenges while supporting the overall benefits strategy. Maintain confidential data records and run reports using SAP and access vendor portals to validate health and welfare information. (10%)

QUALIFICATIONS

Education

Required: Bachelor’s degree in Business Administration, Human Resources, or related field.

Licenses/Certifications

Preferred: CEBS or World at Work benefits certifications highly desirable.

Related Experience

Required: 5 years of experience in an HR analytical role with focus on health and welfare. Working knowledge laws governing health and welfare plans.

Knowledge/Skills/Abilities (KSA)

Required: Superior analytical skills, ability to present various analyses in a useful and understandable format, and the ability to simply and concisely convey complex ideas to others. Problem-solving, time-management, and decision-making skills. Excellent customer service, strong interpersonal and communication skills (verbal and written). High respect for confidentiality and sound professional judgment. Proficiency in MS Office Suite including advanced skills in Excel, Access, and Power Point. Strong attention to detail, planning, collaboration with various internal and external parties, data analysis, and robust technical skills.
