Summary The incumbent functions as the Center Director for the National Center for Transformational Innovation (Management & Program Analysis Officer) and is responsible for operations, strategic planning, collaboration facilitation, and supervision of the staff of the National Center for Transformational Innovation (NC4TI), one of the six (6) National Centers for Innovation to Impact (NCi2I). Responsibilities The incumbent sets the strategic vision for the NC4TI as well as oversees the operational execution. Duties include, but are not limited to: Sets the strategic vision for the NC4TI as well as oversees the operational execution. Oversees a broad portfolio of clinical and administrative innovation projects and solutions for the NC4TI. Fosters development of strategic external collaborations and partnerships with academia, industry, non-profits, and other Government agencies which center around the advancement of innovation efforts at the NC4TI. Responsible for: identifying and resolving highly complex problems not susceptible to treatment by accepted methods; developing, integrating and implementing solutions to diverse, highly complex problems across multiple areas and disciplines. Anticipating problems, developing sound solutions and action plans to ensure program success. Developing plans and techniques to address new solutions to improve overall programs and policies; and establishing precedents in application of problem-solving techniques to enhance existing innovation processes. Manages a multimillion dollar budget for NC4TI to ensure seamless operations and ongoing medical and IT funding for development and marginal sustainment of NC4TI activities and solutions. Performs the administrative and personnel management functions relative to staff supervised. The position has responsibility for management and supervision of 5 or more staff members. Permanent Change of Station (PCS), excluding Appraised Value Offer (AVO), is authorized. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Oversees a broad portfolio of clinical and administrative innovation projects and solutions for the NC4TI (National Center for Transformational Innovation Programs). Performs the administrative and personnel management functions relative to staff supervised. Independently devises and conducts surveys, analyses, evaluations, and presentations of highly specialized, technical material. Leads a team of senior and mid-level employees to manage the operations of this high-profile transformational program and is responsible for ensuring a high return on investment related to VHA IE efforts. Oversees and fosters development of strategic external collaborations and partnerships with academia, industry, non-profits, and other Government agencies. Evaluate and solve unique problems, modify and extend standard techniques, cope with change, and to develop new approaches. Physical Requirements: The work is sedentary. There may be some walking, standing, bending and carrying of light items. No special physical demands are required to perform the work. The work may require some periods of overtime, intense concentration, emotional and mental stability and involves activities under time sensitive conditions. The responsibilities of the position require frequent travel and subject the incumbent to various resultant environmental changes. The travel may be extensive at times requiring all modes of transportation anywhere in the United States and its territories and even on occasion, internationally.
