Your Specific Responsibilities:

This position serves in the Transactions Practice Group of the Office of the General Counsel.

The position will provide guidance and advice on arrangements and relationships which warrant a written agreement, such as contracts, memoranda of agreement or understanding, letter agreements, provider agreements, leases and grant awards.

The Transactions Practice Group provides advice, counsel and legal review for the Department of Health on:

Development and administration of competitive and non-competitive procurements of property, buildings, commodities and services;

Representation of the Department in bid protests before the Division of Administrative Hearings and appellate courts;

Proposed contracts and existing contracts that embody the exchange of promises between the Department and non-Department entities ranging from leases, purchase orders, formal contracts, memoranda of understanding or agreement; The sale of commodities and services by the Department; and Amendments, renewals and terminations of existing agreements as identified above.

The Transactions Practice Group also supplies advice and counsel as requested by the County Health Department Attorneys on the above topics.

This position will interact daily with programmatic personnel of the Department and provide input on solicitations and contracts. The position works closely with Contract Administration and Purchasing within the Bureau of General Services.

This position is responsible for familiarity with and application of state and federal statutes and regulations governing various purchasing and contract activities of the Department.

Performs other duties as required by assigned Practice Group Leader, the General Counsel, or the Deputy General Counsel. Accepts assignments as required from the Transaction Practice Group Leader.

Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

Knowledge of Microsoft Office software, ability to communicate effectively verbally and in writing.

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):

Bachelor of Laws or Juris Doctor from a law school accredited by the American Bar Association. Must be a member of the Florida Bar or become a member within twelve months of employment.
