POSITION DESCRIPTION: Provide for the strategic planning of the Department’s networks associated with all aspects of Data, Video and Voice Communications, with primary emphasis on the Wide Area Network. This includes working on special projects in conjunction with other offices’ needs in the network area, working as a liaison with other office networks and assisting in the implementation of data communications needs throughout the Department. Also, this position is responsible for assuring budget needs are identified and available for planned projects and, as needed, making recommendations for acquiring the proper budget amounts.
Provide for the implementation, configuration, design, documentation and management of the Department’s routed network, and identifying areas of networking and telecommunication infrastructure which need upgrading and recommends solutions; assuring that data circuits are installed correctly by working closely with the Department of Management Services (DMS) Division of Telecommunications (DivTel) Department and their network providers; managing the vendors responsible for moving, adding, and changing network hardware and configurations, organizing the necessary documentation to ensure consistency with implementation; staying informed as to the latest network technologies and making recommendations and changes as necessary; involving other network analysts to provide assistance as needed; maintain proficiency with DivTel (SunCom) network monitoring and diagnostic tools. Ensuring that accurate and appropriate records relating to the data network and the configurations are maintained in a manner to ensure other team members have accurate and current information available. Have a thorough understanding of the DMS DivTel SUNCOM Network Services Agreement and ensure that the Florida Department of Transportation (FDOT) is in compliance with this agreement.
Perform regular monitoring of the Department's Wide Area Network (WAN) using the monitoring and management systems, including but not limited to WAN traffic, data capture and analysis, working with the software vendor for implementation and maintenance, developing proactive processes and management techniques; involving other network support analysis to provide assistance as needed including data capture and analysis. Combining, evaluating, and reasoning with information and data to make decisions and solve problems. These processes involve making decisions about the relative importance of information and choosing the best solution. Maintain the Intelligent Management Center (IMC) Manager network monitoring and managing system, monitor Hewlett Packard network devices statewide and take appropriate action when problems arise. Provide training and support to other staff in the use of this system.
Provide reports for WAN usage in each district and the Central Office with history on usage. Review the reports with management and make recommendations as to any changes indicated by the reports or other available information you may have access to. Ensure management is aware of any problems and have these reports readily available for management review.
Provide the data cabling in the Central Office and remote offices in the Central Office. This includes physically installing cables, overseeing vendors that are contracted to install cables, order materials, ensure specifications are met; assist with the design and layout of cabling for cubicles, assist voice communications, test data cables, stay abreast of cabling design and specifications, assist offices as needed, updating floor plans.
Follow Office of Information Technology (OIT) processes and guidelines in responding to Service Desk tickets. Displays technical skills, knowledge, and competency in the assigned technical area of responsibility. Monitors and updates the status of Service Desk calls to ensure compliance with established guidelines. Provide a high level of customer service, providing status and information to the customer during the problem resolution process. Follow OIT process for notification of changes which will affect production systems. Follow OIT procedures for notification of problems which affect the availability, reliability or security of Information Technology components. Maintain a high level of customer satisfaction with service and support.
Attending meetings that relate to the internet and WAN projects as necessary, working with others on the team to complete project objectives in a timely manner. Scheduling and managing projects and meetings, keeping records of activity. Work with personnel responsible for Local Area Networks (LAN) to resolve issues with LAN to WAN connectivity. Perform administrative tasks associated with meeting the goals of this position. This could include tasks in obtaining evaluation and purchases of hardware and software using e-mail for effective communication and scheduling meetings.
KNOWLEDGE, SKILLS AND ABILITIES: Ability to self manage with little or no management involvement. Knowledge of Wide Area Network (WAN) and Local Area Network (LAN) design. Ability to analyze needs and product requirements to create a network design. Ability to define configuration for routers and switches. Skill in defining configurations for Hewlett Packard Local Area Switches configuration and My Florida Net routers. Ability to diagnose problems in the WAN and LAN and define solutions. Knowledge of LAN cabling and installation. Ability to work with Help Desk processes and procedures. Skills in monitoring Data, Voice and Video communications in the WAN and LAN, and ability to make recommendations based on resulting information. Skills in writing Communications Service Authorizations (CSA) to order moves, adds, and changes to the My Florida Net (MFN) network. Knowledge of the Division of Management Services (DMS) Division of Telecommunications (DivTel) rules and regulations regarding moves, adds, and changes to the MFN, and the ability to work with the DMS/DivTel vendors to accomplish these tasks. Ability to plan, schedule and budget projects.
OTHER JOB RELATED REQUIREMENTS: Due to the nature of this position, the incumbent must respond to emergencies and be “on call” (24 hour duty) when necessary.
MINIMUM QUALIFICATIONS: A high school diploma or its equivalent and 5 years of experience in LAN/WAN, data processing (excluding data entry), electronics or engineering, three years of which must have been in telecommunications or a bachelor's degree from a college or university with a major in one of the computer sciences, management information systems or electronic engineering and two years of telecommunications experience. College education from an institution can substitute at the rate of 30 semester or 45 quarter hours per year for a maximum of two years of the required non-telecommunications experience provided such education includes two courses in one of the areas described above. Vocational/technical training in one of the areas described above can substitute at the rate of 720 classroom hours per year for a maximum of two years of the required non-telecommunications experience. Completion of a vendor supplied program of study of four or more weeks in telecommunications can substitute for one year of the required experience.
