The Work You Will Do:
This Finance and Accounting Director II - position is in the Disbursement Management Unit of the Bureau of Finance and Accounting, under the Division of Administrative Services. Primary responsibilities will relate to the audit, classification, and vouchering of all financial obligations incurred by DEP, including land purchases, contractual, FCO, loan, and grant disbursements. Audits are performed in accordance with the Florida Chief Financial Officer’s rules and regulations, Florida Statutes, Florida Administrative Code, Department policy and procedures, DMS rules and regulations and FLAIR requirements.

Within this Division, the Bureau of Finance and Accounting has primary responsibility for the department’s financial and accounting activities including planning, organizing, and directing finance and accounting services.

Your Specific Responsibilities:
Responsible for assisting in the management, administrative direction, and coordination of staff and activities of an operational unit or program within a budget, financial, and/or accounting services area. Provides guidance and direction to staff involved in fiscal and accounting services and programs, which may include Purchasing Card program, Travel Disbursements, Payroll Accounting, Property Accounting, and Cost Accounting. Participates in strategic planning, staffing decisions, and other key areas. Assumes delegated authority/responsibility to recommend and implement policies within area of responsibility. Analyze and recommend new or updates to business systems for efficient and effective operating Assists in developing and maintaining partnerships throughout the Agency in order to attain departmental goals and objectives. Conducts research as appropriate for projects or initiatives within the assigned section.
Spends majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.
Monitors work performance of direct reports, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed. Reviews timesheets and leave requests. Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled.
Responsible for working with Agency financial and accounting records applying Generally Accepted Accounting Principles (GAAP). Monitors and reconciles revenue, disbursements, expenditures, and other financial related activity ensuring accuracy and compliance. Monitors and balances account and researches and resolves discrepancies. Compiles and analyzes financial data, prepares detailed financial reports, and provides budget and/or accounting related recommendations to management for decision making process. Recommends changes to processes, policies, and procedures. May audit and process accounts payable and/or receivable and related paperwork in compliance with state and Agency policies and procedures.
Must communicate verbally and in writing with DEP personnel and/or vendors to provide assistance with questions and resolve any discrepancies found during any part of the accounting process.
Assist with the research of financial transactions and correcting errors by recording applicable entries in State’s financial management system, as needed.
Acts as liaison with Department staff and the Department of Financial Services.
Perform monthly, quarterly and/or yearly compliance reviews of department transactions to verify compliance with the Florida Chief Financial Officer’s rules and regulations, Florida Statutes, Florida Administrative Code, Department policy and procedures, Department of Management Services rules and regulations and State’s financial management system requirements. Communicate any discrepancies found with applicable staff.
Assist in the maintenance of written policies and procedures.
Performs other related duties as required.
Required Knowledge, Skills, and Abilities:
Knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules and regulations; interpret and apply related policies, procedures, principles, and practice; applicable computer applications and basic computer functions; electronic data processing as it applies to fiscal and accounting activities; ability to apply Generally Accepted Accounting Principles (GAAP); principles and practices of project planning, development, and evaluation; concept, principles and practices of management; concepts, principles, and practices of accounting, budgeting, and cost control procedures; concepts, principles, and practices of financial data collection and report preparation; and accounting systems and practices. Ability to: apply the principles and practices of strategic planning, development, and evaluation; communicate effectively verbally and in writing; develop and implement policies, procedures, goals, and objectives; establish and maintain effective working relationships; evaluate process effectiveness and develop change or alternatives; gather, interpret, report, and/or edit information; prioritize, organize, and perform multiple work assignments simultaneously; and train and supervise employees.
Required Qualifications:
A bachelor's degree from an accredited college or university and five years of verifiable related experience; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of nine years.
The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.
