What is Florida PALM?

The Florida PALM Project (the Project) is an enterprise project to replace the State of Florida’s legacy accounting, payroll, and cash management systems, using an enterprise resource planning solution. The Department of Financial Services (DFS) is leading this statewide initiative, which impacts stakeholders and users of the State’s financial data including all State agencies.

SPECIAL NOTES:

Four (4) years of experience in Accounting, Finance, Information Technology, Management Information Systems, or Computer Science isrequired.A bachelor’s degree in a relevant discipline may be used as an alternative for required years of experience.

Additional requirement:

  • Three (3) years of experience in auditing, accounting, financial reporting and/or technical experience in (i.e., requirements gathering, data analysis, development, testing and implementation) for accounting systems.

    Preferences:

  • E xperience with financial statements.

  • Experience in creating financial or operating reports.

  • Experience working with large sets of data for analysis or report building.

    The annual salary range for this position is $75,000.00 - $90,000.00.

    Employees of the Department of Financial Services are paid on a monthly pay cycle.

    This position requires a security background check, including fingerprint as a condition of employment.

    MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

    Knowledge and skill in the areas of legacy (e.g. file-based, batch) and modern (e.g. SOA) integration architectures and interoperability standards, patterns, and protocols; Knowledge and skill in the areas of commercial off the shelf (“COTS”) integration applications and solutions; Knowledge and skill in the areas of conceptual, logical, and physical data modeling and service-oriented modeling; Knowledge and skill in the areas of data and integration governance programs, policies, and procedures; Knowledge of business analysis, technical analysis, and problem solving techniques; Knowledge of software design, development processes, and documentation; Knowledge of software requirement management and testing techniques; Skill in translating technical concepts to business audience and business information to a technical audience; Skill in Microsoft Suite products (i.e. Word, Excel, Outlook) and Visio software; Ability to document and analyze user requirements; Ability to communicate clearly and concisely with application end-users; Ability to provide mentoring and facilitate teamwork.

    OBJECTIVE:

    This position assists in the execution of the Department of Financial Services’ responsibilities for the Florida PALM Project and serves as a state subject matter expert and exercises discretion and independent judgement with respect to reporting, data analytics and conversion or matters of significance in one or more of the following Process Areas: Accounts Management and Financial Reporting (AMFR); Accounts Receivable (AR); Asset Accounting and Management (AAM); Budget Management (BM); Cash Management (CM); Disbursement Management (DM); Payroll Management (PM); Project and Grants Management (PGM); Revenue Accounting (RA); or Treasury Management (TM).

    This position deals with complex policies and procedures associated with the implementation of the State’s financial management solution. It requires technical knowledge of FLAIR and other FFMIS subsystems and general knowledge regarding financial management practices and procedures. This position exercises independent judgment in formulating or assisting in the formulation of policies and procedures that affect budgeting, accounting, auditing, and reporting of public funds. Extensive knowledge of Florida statutes and rules is necessary to develop and direct the policies and procedures used to implement a financial management solution.

    Duties include, but are not limited to:

    Operational:

  • Working with supervisor and leadership to establish priorities and due dates for work assignments and keeping them up to date on key work items.

  • Communicating concerns and executive contact immediately to your supervisor and/or project director.

  • Managing all deadlines in an organized manner to ensure timely completion of fully developed work products.

  • Applying critical thinking (e.g., don’t just solve the problem at hand, solve the core problem).

  • Adhering to DFS policies at all times (e.g., security, dress code, ethics).

  • Working as a team player and demonstrating a “teamwork” attitude and professional demeanor.

  • Preparing presentation materials and leading meetings with state agencies and other stakeholders.

  • Presenting at executive steering committee meetings and or advisory council meetings as requested.

  • Attending conferences, conventions, etc. to extend knowledge of accounting and ERP principles, processes, and changes.

  • Reviewing and providing input on current and proposed state and federal statutes and rules, and regulation changes (e.g., GASB standards) to determine impact to Project requirements.

  • Working with the financial management solution software implementation vendor, and other project resources (including contractors) to ensure adherence to State standards and established procedures for maintaining data and information accuracy and security.

  • Serving as the subject matter expert in the accounting and financial management functions for the Florida PALM Project.

  • Addressing the accounting and financial management functions, responsibilities, and needs of the Chief Financial Officer (CFO) and of the state agencies.

  • Assisting prepare required reports (e.g., proviso or statutory reports).

  • Working collaboratively with project team members, DFS business owners, state agency business owners and other stakeholders to ensure functional designs and configurations are developed to meet business requirements and result in the development of a user-friendly and comprehensive solution.

  • Consulting with subject matter experts, business users, and stakeholders of the financial management solution, researching statewide problems and recommending solutions to effect statewide implementation of the financial management solution.

    Project Management and System Release Responsibilities:

  • Ensuring the “How Met” for requirements satisfies the needed functionality.

  • Ensuring the technical requirements satisfy the needed functionality.

  • Making decisions on design functionality and business requirements.

  • Conducting in depth analysis and documentation for system configuration and reporting.

  • Completing system configuration where assigned.

  • Leading functional reviews for design, testing and other related activities, where assigned.

  • Developing and executing test scripts to ensure system and reporting functionality meets the functional and technical requirements.

  • Assisting with user-acceptance testing sessions with state agencies and enterprise partners.

  • Assisting agencies and enterprise partners in understanding business process change impacts.

  • Assisting in training state agencies and enterprise partners.

  • Assist with data conversions, including the collection and organization of data.

  • Developing and assisting develop ad hoc queries to assist in reconciling accounts, identifying trends and other analysis as needed.

  • Identifying risk and issues, design requirements, or otherwise

  • Managing deliverables and work products to ensure compliance with the Project PMP and schedule.

  • Providing input on activities to include in the Project schedule.

  • Providing weekly updates to the Projects PMO on assigned schedule items.
